SUBJECT: ACCG 2010 Summer Internship Grant Program



INITIATED BY: City Manager's Office







Recommendation: Approval is requested to submit an application and, if

awarded, accept a grant from ACCG to provide one summer intern between the date

of hire and September 30, 2010, to work in the 311 Citizens Service Center, at

a rate of $7.25 per hour for up to 160 hours, and for corresponding FICA up to

$88.74 and worker's compensation insurance up to $11, with no local match

requirement, and to amend the Multi-Governmental Fund by the amount of the

award.



Background: ACCG, using funding from the Georgia Department of Labor,

operates the Georgia County Internship Program to fund internships for county

government. The 2010 Summer Internship Grant Program allows each county to

hire at least one college or graduate student an internship to provide

valuable training and to learn about the operations of a county government.



Analysis: The Columbus Consolidated Government will use the funding from this

grant program to hire one intern to work in the 311 Citizens Service Center.

The employment of this intern will terminate on or before September 30, 2010.



Financial Considerations: The wages, FICA, and worker's compensation insurance

costs of the intern will be provided by the grant funds. The maximum amount

funded for wages is $1,160, for FICA is $88.74, and for worker's comp is $11.

There is no local match required.



Legal Considerations: The city is eligible to apply for this grant. Upon

acceptance, the city will be required to abide by the terms and conditions of

the subgrant agreement with ACCG and Georgia Department of Labor.



Recommendations/ Actions: Authorize the city to apply for and accept the ACCG

2010 Summer Internship Grant Program and amend the Multi-Governmental Fund by

the amount of the award.

A RESOLUTION AUTHORIZING THE CITY TO SUBMIT AN APPLICATION TO THE ASSOCIATION

COUNTY COMMISSIONERS OF GEORGIA FOR THE ACCG 2010 SUMMER INTERNSHIP GRANT

PROGRAM TO FUND A COLLEGE INTERN TO WORK IN THE 311 CITIZENS SERVICE CENTER

FROM THE DATE OF HIRE UNTIL SEPTEMBER 30, 2010, TO PAY UP TO $1,160 FOR INTERN

WAGES AT THE RATE OF $7.25 PER HOUR FOR UP TO 160 HOURS, AND UP TO $88.74 IN

CORRESPONDING FICA AND UP TO $11 FOR WORKERS COMP, WITH NO LOCAL MATCH

REQUIRED, AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT OF THE AWARD.

WHEREAS, the ACCG 2010 Summer Internship Grant Program is funded by the Georgia

Department of Labor and is for the purpose of funding the wages, worker's comp

insurance, and FICA for one intern per county through the Georgia County

Internship Program, for work to be performed between May 1, 2010 and September

30, 2010, and;

WHEREAS, the purpose of this program is to provide eligible college or graduate

students the opportunity to perform substantive work projects and learn about

the operations of county government, while performing a service for the county

government, at no cost to the county government.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application

and, if awarded, accept funding from the Association County Commissioners of

Georgia to cover the cost of hiring one summer intern for up to 160 hours of

employment at $7.25 per hour and to work in the 311 Citizens Service Center, to

be completed by September 30, 2010, with no local match required, and to amend

the Multi-Governmental Fund by the amount of the award.
