SUBJECT: ICMA Public Library Innovations Grant

Recommendation: Approval is requested to submit an application and if approved

accept a $60,000 Public Library Innovations Grant from the International

City/County Management Association (ICMA) and to amend the Multi-Government

Fund by the amount awarded.



Background: The Public Library Innovation Grant program is administered by

ICMA (International City/County Management Association) and is made possible by

ICMA's partnership with the Bill & Melinda Gates Foundation. ICMA has

identified areas where public libraries could play a larger role in delivering

services, including access to technology, public safety and disaster

preparedness, sustainability, health, immigration, civic engagement, and

economic development. As part of our commitment to create excellence in local

government, ICMA is dedicated to fostering innovative solutions to local

government challenges. The Public Library Innovation Grants Program will fall

under ICMA's overall goal of promoting sustainable communities. The deadline

for application proposals is January 9, 2009.

Analysis: The ICMA Public Library Innovation Grant of $60,000 would be used

to fund a collaborative effort between Columbus Consolidated Government, the

Chattahoochee Valley Libraries and the Homeless Resource Network. The grant

money would be used to enhance the computer skills, life skills and potential

employability of the unemployed homeless population in our community. The

funding will be used to assist them in becoming gainfully employed, enabling

them to live independently - ultimately becoming economically self-sufficient.

This will become a component of a larger plan to end homelessness in our

community within a 10-year period.



Financial Considerations: The grant amount to be requested is $60,000; however

an award of lesser amount may be awarded. There is no match required for this

grant.



Recommendations: Approved the attached resolution to authorize the Columbus

Consolidated Government to make application to and accept from the ICMA for a

Public Library Innovations Grant in the amount of $60,000

A RESOLUTION AUTHORIZING THE COLUMBUS CONSOLIDATED GOVERNMENT TO SUBMIT

AN APPLICATION AND IF APPROVED ACCEPT FROM THE INTERNATIONAL CITY/COUNTY

MANAGEMENT ASSOCIATION (ICMA) A PUBLIC LIBRARY INNOVATION GRANT IN THE AMOUNT

OF $60,000 OR AMOUNT AS AWARDED, WITH NO LOCAL MATCH REQUIREMENT AND TO AMEND

THE MULTI-GOVERNMENT FUND BY THE AMOUNT AWARDED.



WHEREAS, ICMA Public Library Innovation Grants are aimed at strengthening the

local government manager/public library partnership in order to better address

community issues and priorities; and,

WHEREAS, the grant will fund a collaborative effort between Columbus

Consolidated Government, the Chattahoochee Valley Libraries and the Homeless

Resource Network; and,

WHEREAS, the grant will be used to enhance the computer skills, life skills

and potential employability of the unemployed homeless population in our

community; and,

WHEREAS, it has been determined to be in the best interest of the Consolidated

Government to apply for the ICMA grant.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application and if

approved accept a $60,000 Public Library Innovations Grant from the

International City/County Management Association (ICMA) and amend the

Multi-Governmental Grant Fund by the award of the grant.
