Board Meeting Minutes
August 1, 2012

A meeting of the Land Bank Authority Board was held on August 1, 2012 in the
Deputy City Manager?s Conference Room at the CCG Annex Building.

Board Chair Justin Krieg called the meeting to order. A quorum was present.
Board Member Thomas Gristina made a motion to approve the May 2012, June 2012
and July 2012 Meeting Minutes. Board Member Carson Cummings seconded the
motion. The motion passed.
414 8th Street ? Property Transfer from the City
This property is in the Liberty District and owned by the City. There are 3
shotgun houses on the property that Habitat for Humanity would like to rehab.
The City will transfer the property to The Land Bank Authority, who will in
turn, transfer the property to Habitat for Humanity.
Board Member Carson Cummings made a motion to move forward with accepting the
transfer. Board Member Thomas Gristina seconded the motion. The motion passed.
5836 Pratt Avenue
The City holds a Security Deed on this property. Upon the death of the property
owner, the property transferred to the City. The City will have to foreclose on
the property, which Attorney Jacob Beil is working on. After the foreclosure, a
Resolution will need to be written and presented to City Council to transfer
the property to The Land Bank Authority.
Board Member Thomas Gristina made a motion to accept the property. Board Member
Carson Cummings seconded the motion. The motion passed.
In-Rem Property Update
Board Chair Justin Krieg called Steve Gumby regarding the status of the East
Highland properties that The Land Bank Authority has expressed an interest in.
There has not been any response to the request. Board Chair Justin Krieg will
follow-up with an email to Steve Gumby.

New Georgia Land Bank Legislation
Based on the changes made to the Georgia Land Bank Legislation, the Columbus
Land Bank Authority is proposing two (2) changes: (1) Allowing an increase in
the number of Land Bank Authority Board Members to 7, and (2) The ability for
the Land Bank Authority to recapture a portion of the property taxes from
properties meeting the criteria for the recapture. A motion was made by Board
Member Thomas Gristina to accept the Amendment. Board Member Lance Hemmings
seconded the motion. The motion passed.
Review of Council Ordinance Draft
The City Attorney drafted an Amendment to The Land Bank Authority Ordinance,
reflecting the Legislative changes made to the Georgia Land Bank Authority law.
A copy of the drafted Amendment was given to each Board Member.
The Amendment will be placed on the August 14, 2012 City Council Agenda for a
first reading. A second reading will be placed on the August 28, 2012 City
Council Agenda. The new legislation will take effect on September 1, 2012.
Continuation of The Columbus Land Bank Authority
There is a requirement in the Land Bank Authority Ordinance stating that the
Land Bank Authority Board needs to vote annually on continuation of the Land
Bank Authority. A motion was made by Board Member Thomas Gristina to continue
the Land Bank Authority. Board Member Lance Hemmings seconded the motion. The
motion passed.
Old/New Business
A discussion ensued regarding choosing additional Land Bank Authority Board
Members to increase the Board Members to 7. Several people were mentioned and a
list of potential Board Members was put together for contact.
The next Land Bank Authority Board Meeting will be Wednesday, September 12,
2012.
