SUBJECT: Commercial Equipment Direct Assistance Program (CEDAP)

Recommendation: Approval is requested to accept an equipment grant from the
Commercial Equipment Direct Assistance Program (CEDAP) sponsored by the U.S.
Department of Homeland Security for the Thermovision Scout ZX thermal imaging
equipment and funding for required travel and training.
Background: Funds has been allocated through the U.S. Department of Homeland
Security Commercial Equipment Direct Assistance Program (CEDAP) to provide
equipment to be used in local jurisdictions for the prevention of terrorist of
related events and the protection of critical infrastructure.
Analysis: Acceptance of this equipment will vastly improve our ability locate
under low or no light conditions persons that may be related to terrorist
events, criminal activity and provide critical infrastructure protection.
Financial Considerations: The total grant is for acceptance of equipment and
required training and does not require a local match.
Legal Consideration: The Columbus Consolidated Government is eligibility to
receive this equipment.
Recommended/Action: Authorize the City Manager to accept the Thermovision
Scout ZX thermal imaging device and required training from the U.S. Department
of Homeland Security, Commercial Direct Equipment Program (CEDAP).

Congratulations on a successful application to the Commercial Equipment Direct
Assistance Program (CEDAP)! As you are aware, the program is sponsored and
funded by the Department of Homeland Security (DHS), Office of Grants &
Training (G&T). The U.S. Army Electronic Proving Ground, Special Programs
Office administers the program on behalf of DHS, G&T. The selection of your
organization marks the beginning of a timetable, which will include training
and the permanent transfer of equipment to your agency. Along with this email,
you will find two letters (One from DHS and one from the Special Programs
Office) provided as attachments. The letters contain important program
information and address upcoming prerequisites. Please pay special attention
to the contact information requirements, deadlines, and other stipulations.
