An Ordinance amending the Zoning Atlas of the Consolidated Government of
Columbus, Georgia; this amendment changing certain boundaries of a district
located at North of J.R. Allen Parkway, West of Blackmon Road, East of
Schomburg Road from RE1(Residential Estate 1) District to RO (Residential
Office) and SFR3 (Single Family Residential) District.
THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY ORDAINS:
That the Zoning Atlas on file with the Planning Department is, and the same is
hereby amended by changing the following described properties from RE1
(Residential Estate 1) District to RO (Residential Office) and SFR3 (Single
Family Residential) District:
PARCEL ONE:
All that tract or parcel of land situate, lying and being a part of Land Lot 1
and 2 of the 9th District, Columbus, Muscogee County, Georgia being 19.03 acres
and being more particularly described as follows:
BEGINNING at that concrete monument which marks the northwesterly intersection
of the western line of Blackmon Road with the northern line of the westbound
parallel access road of the J.R. Allen Parkway, and from said POINT OF
BEGINNING, running thence along the northern boundary of said westbound
parallel access road South 83 degrees 50 minutes 59 seconds West, a distance of
1,078.47 feet to a concrete monument; thence continuing along said westbound
parallel access road North 87 degrees 10 minutes 13 seconds West, a distance of
304.6 feet, more or less, to the center line of Cooper Creek; running thence in
a northerly direction along said center line of Cooper Creek, 329 feet, more or
less, to a point; running thence North 87 degrees 22 minutes 30 seconds East, a
distance of 215.0 feet, more or less, to an iron pin; running thence North 57
degrees 43 minutes 41 seconds East, a distance of 163.09 feet to an iron pin;
running thence North 06 degrees 03 minutes 19 seconds East, a distance of
237.75 feet to an iron pin, located along the southern boundary of Block ?A?,
Section Two, Turtle Creek Subdivision; running thence North 83 degrees 50
minutes 43 seconds East, a distance of 763.41 feet to an iron pin; running
thence North 06 degrees 09 minutes 17 seconds East, a distance of 345,0 feet to
an iron pin; running thence North 83 degrees 50 minutes 43 seconds East, a
distance of 80.0 feet to an iron pin; running thence north 83 degrees 50
minutes 43 seconds East, a distance of 47.96 feet to an iron pin located on the
westerly margin of Blackmon Road; thence continuing along the westerly margin
of Blackmon Road South 00 degrees 56 minutes 48 seconds West, a distance of
306.84 feet to a concrete monument; thence running South 19 degrees 52 minutes
03 seconds West, a distance of 385.09 feet to the concrete monument which marks
the POINT OF BEGINNING of the property herein described.
Said property is shown as ?Parcel B, Present Zoning ? RE1, Proposed Zoning ?
RO, 19.03 Ac.? On that certain map or plat entitled ?Rezoning Map, Part of Land
Lots 1 & 2, 9th District, Columbus, Muscogee County, Georgia,? dated January
23, 2015 and prepared by Moon, Meeks, Mason & Vinson, Inc.
The above-described property is being rezoned with the following conditions:
1. Limit to Single Story. The height of the buildings to be located on the lots
that border the Turtle Creek Subdivision are limited to a single story.
2. Limit to One Building per Lot. The development will be limited to one
building per lot for the lots that will border the Turtle Creek Subdivision.
3. No More Than Four (4) Lots. The number of lots that border the Turtle Creek
Subdivision will be limited to no more than four lots.
4. No Hotel/Motel. No motel or hotel will be constructed on any part of the
property.
5. No Apartments. No traditional garden-style apartments will be constructed on
any part of the property. However, to be clear, this would not exclude all
developments that have multiple residential tenants that pay rent, such as an
assisted living facility.
PARCEL TWO:
All that tract or parcel of land situate, lying and being a part of Land Lot 1
and 2 of the 9th District, Columbus, Muscogee County, Georgia being 4.0 acres,
more or less, and being more particularly described as follows:
COMMENCE at the iron pin located at the southeast intersection of the southerly
margin of Pine Branch Circle and the easterly margin of Pine Ridge Drive;
running thence along the easterly margin of Pine Ridge Drive along a curve to
the right, a distance of 136.21 feet to an iron pin; running thence North 89
degrees 59 minutes 12 seconds West, a distance of 22.27 feet to an iron pin,
which iron pin marks the POINT OF BEGINNING of the property herein described
and from said POINT OF BEGINNING, running thence South 08 degrees 01 minute 51
seconds West, a distance of 273.55 feet to an iron pin: running thence North 83
degrees 50 minutes 43 seconds East, a distance of 236.59 feet to an iron pin;
running thence South 06 degrees 03 minutes 19 seconds West, a distance of
237.75 feet to an iron pin; running thence South 57 degrees 43 minutes 41
seconds West, a distance of 163.09 feet to an iron pin; running thence South 87
degrees 22 minutes 30 seconds West, a distance of 215.0 feet, more or less, to
the center line of Cooper Creek; running thence South 89 degrees 59 minutes 12
seconds East, a distance of 8 feet, more or less, to an iron pin; running
thence South 89 degrees 59 minutes 12 seconds East, a distance of 149.38 feet
to an iron pin located on the westerly margin of Pine Ridge Drive; running
thence South 00 degrees 00 minutes 48 seconds West, a distance of 21.52 feet to
an iron pin; running thence South 89 degrees 59 minutes 12 seconds East, a
distance of 37.73 feet to an iron pin which marks the POINT OF BEGINNING of the
property herein described.

SFR3, 4.0 +/- Ac.? on that certain map or plat entitled ?Rezoning Map, Part of
Land Lots 1 & 2, 9th District, Columbus, Muscogee County, Georgia,? dated
January 23, 2015 and prepared by Moon, Meeks, Mason & Vinson, Inc.
