SUBJECT 2011 Homeland Security Grant
INITIATED BY: Finance Department
Recommendation: Approval is requested to accept funds from the U.S.
Department of Homeland Security, administered by the Georgia Emergency
Management Agency, for a 2011 State Homeland Security Grant for terrorism
prevention and protection, and to amend the Multi-Governmental Fund by the
amount of the grant awarded. The grant amount requested is $25,000.00, or as
otherwise awarded, with no local match requirement, to be used to purchase
portable/transportable explosive magazines and bomb disabling tools.
Background: The U.S. Department of Homeland Security has grants available each
year through its State Homeland Security Grant programs and issued through GEMA
for local law enforcement agencies to build and enhance capabilities to
prevent, protect against, respond to, and recover from terrorist attacks, major
disasters and other emergencies in accordance with the goals and objectives of
the State Strategic Plan.
Analysis: These funds will improve the ability of local law enforcement to
prevent and protect against terrorist or other bomb-related emergencies by
being able to dispose of or diffuse bombs before they can cause damage or
injury to the local population.
Financial Considerations: The grant amount requested is $25,000.00 for the
Columbus Police Department. The City is not required to provide matching funds
to participate in this grant.
Legal Considerations: The City is eligible to apply for this grant. If
awarded and accepted, the city will be bound by the terms of the grant
agreement.
Recommendation: Authorize a resolution for the City to submit an application
for, and if awarded, accept a U.S. Homeland Security grant from GEMA in the
amount of $25,000, or as otherwise awarded, with no local match, and to amend
the Multi-Governmental Fund by the amount of the award.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AND ACCEPT, IF AWARDED A
U.S. HOMELAND SECURITY 2011 HOMELAND SECURITY GRANT PROGRAM/STATE HOMELAND
SECURITY GRANT PROGRAM GRANT ISSUED THROUGH THE GEORGIA EMERGENCY MANAGEMENT
AGENCY IN THE AMOUNT OF $25,000 OR AS OTHERWISE AWARDED, WITH NO LOCAL MATCH
REQUIREMENT, AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT OF THE
AWARD.
WHEREAS, Homeland Security has grants available each year for building and
enhancing capabilities to prevent, protect against, respond to, and recover
from terrorist attacks; and,
WHEREAS, the City is eligible to receive these grants; and,
WHEREAS, the Columbus Police Department has been offered a grant to purchase 2
portable or transportable explosive magazines and 2 bomb disabling tools; and,
WHEREAS, the amount of this grant award is $25,000 with no local match
requirement; and,
WHEREAS, the budget period of this grant is from September 1, 2011 through
April 30, 2014.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit an application and
if approved, accept a 2011 Homeland Security State Grant Program grant in the
amount of $25,000, or as otherwise awarded, with no local match requirement,
and to amend the Multi-Governmental Fund by the amount of the award.
