MINUTES # 42-07
The Columbus, Georgia, Board of Tax Assessors met Monday, November 5, 2007 at
9:00AM with Chairman William Braxton, Assessors Lawton Grantham, Richard
Stallings, Ann Grantham and Pat Hunter present. Also present was Chief
Appraiser Betty Middleton.
Assessor Pat Hunter made the motion to approve Min#41-07; Assessor Ann Grantham
seconded the motion; motion carried unanimously.
The Board signed assessment corrections for real estate.
The Board approved adjusted values for commercial properties (184 014 002 and
074 002 002).
Met with Mrs. Arnold representing The Saving House concerning the valuation of
property located at
2506 4th Ave (Parcel ID 015 027 027). Mrs. Arnold stated that a house was on
the property at the beginning of 2006. She said the City ordered them to
demolish the building during 2006. She said the building permit was issued
late in 2007. Mrs. Arnold supplied the Board with information indicating the
compliance date of October 18, 2006 from Ms. Wiggins with the Inspection and
Code Enforcement Division. Assessor Lawton Grantham made the motion to remove
the value of the house for 2007; Assessor Richard Stallings seconded the
motion; motion carried.
Met with Mrs. Anthony, Mr. Milton Anthony and Mr. Wayne Anthony regarding
property located on Pierce Chapel Road (Parcel ID 103 001 015 & 015A). Mr.
Milton Anthony said his mother placed the property under the Preferential
Agricultural use in 1998; but needing money for fences and house repair, she
sold some property, which breached her covenant. The Anthonys questioned that
when they were notified of the breach, but the letter did not tell them that
they could continue or reapply. Mr. Anthony and Mrs. Anthony were requesting
the Board to reinstate the Preferential Agricultural exemption for 2007 since
the original covenant expires the end of 2007. The Board took no action.
Met with Mrs. Diley regarding her personal property account # 06673401. Mrs.
Diley stated she opened a house cleaning business in May of 2004. She said she
had a few customers, but she remarried and moved to Florida in December of
2004. She said her mail was send to her mother?s house and she did not forward
it to her. Mrs. Diley said in August, when she was here taking care of her
mother, she discovered that she owed delinquent taxes. She said she called and
when she was told she needed to close her business license, she complied. She
said the only equipment she had was

mops, brooms and cleaning clothes, which was converted to personal use.
Assessor Ann Grantham made the motion to remove the value for the years 2005,
2006 and 2007 since they were erroneously assessed. Assessor Pat Hunter
seconded the motion, motion carried.
Met with Residential Division Manager Bob O?Brien, reviewed and approved the
following:

Also discussed pending litigation and an appraisal received from a taxpayer who
filed an appeal.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
