I. RIVER REDEVELOPMENT PLAN TAD #2 - 6TH AVENUE/LIBERTY DISTRICT:
Approval is requested to create Tax Allocation District # 2: 6th AVENUE/LIBERTY
DISTRICT; to designate the boundaries of the redevelopment area and tax
allocation district; to establish the last known tax increment base and adopt a
redevelopment plan for the area; to establish the intent to issue and sell tax
allocation bonds as necessary to effectuate the redevelopment of the area; and
for other purposes.
II. RIVER REDEVELOPMENT PLAN TAD #3 - UPTOWN:
Approval is requested to create Tax Allocation District # 3: UPTOWN; to
designate the boundaries of the redevelopment area and tax allocation
district; to establish the last known tax increment base and adopt a
redevelopment plan for the area; to establish the intent to issue and sell tax
allocation bonds as necessary to effectuate the redevelopment of the area; and
for other purposes.
III. RIVER REDEVELOPMENT PLAN TAD #4 - 2ND AVENUE/CITY VILLAGE:
Approval is requested to create Tax Allocation District # 4: 2nd Avenue/City
Village; to designate the boundaries of the redevelopment area and tax
allocation district; to establish the last known tax increment base and adopt a
redevelopment plan for the area; to establish the intent to issue and sell tax
allocation bonds as necessary to effectuate the redevelopment of the area; and
for other purposes.
IV. CONTRACT BETWEEN CCG AND BOARD OF REGENTS OF THE UNIVERSITY SYSTEM OF
GEORGIA:
Approval is requested to have the Board of Regents of the University System of
Georgia on behalf of University of Georgia Cooperative Extension Service and
Columbus Consolidated Government to enter into a contract to pay salary,
optional retirement and social security/medical cost for one County Extension
Agent. The employee is currently paid a portion from the city and a portion
from UGA. After March 1, 2016, the employee will be paid by UGA and the city
will be billed for the city's portion.
V. BICYCLE COLUMBUS DONATION:
Approval is requested to receive $1,020.60 in donations from Bicycle Columbus
for the purpose of purchasing thirty (30) roadway signs that shall display
state law 40-6-56, requiring motorists to provide bicyclists with no less than
three feet of space when passing on roadway. The signs will be placed in
strategic locations throughout the community where there is high bicyclist
activity and motorist interaction.

VI. GLWDA Strategic Programming Grant: ?Operation: Workforce Transitioning
Military Assistance:
Approval is requested to submit an application and if approved, accept funds
from the Georgia Department of Economic Development Workforce Division (WFD),
in the amount of $300,000, or otherwise awarded, for the expansion of career
services and innovative workforce development programs for transitioning
service members, veterans (recently transitioned), their spouses and children,
with no local match requirement, and to amend the WIOA Department/Job Training
Division Fund by the amount of the grant awarded.
VII. GLWDA STRATEGIC PROGRAMMING GRANT: ?EX-OFFENDER RE-ENTRY INITIATIVE?:
Approval is requested to submit an application and if approved, accept funds
from the Georgia Department of Economic Development Workforce Division (WFD),
in the amount of $125,000, or otherwise awarded, for the expansion of basic &
employability skills; ?in-demand? employment training; and innovative workforce
development programs for appropriate participants who have recently been
released from prison and/or those who are within six months of release, with no
local match requirement, and to amend the WIOA Department/Job Training Division
Fund by the amount of the grant awarded.
VIII. GLWDA Strategic Programming Grant: ?Go Build Georgia Pre-Apprenticeship
(Manufacturing Sector)?:
Approval is requested to submit an application and if approved, accept funds
from the Georgia Department of Economic Development Workforce Division (WFD),
in the amount of $75,000, or otherwise awarded, for the expansion of basic &
employability skills; ?in-demand? employment training; and innovative workforce
development programs for high school seniors eligible for dual enrollment and
considered ?low-income? and deficient in basic literacy skills, with no local
match requirement, and to amend the WIOA Department/Job Training Division Fund
by the amount of the grant awarded.

Scope of Bid
The Project consists of providing all labor, materials, tools, equipment,
services, and incidentals and performing all Work required to construct
complete in place and ready to operate: new duplex submersible lift station,
new submersible lift station, approximately 140 LF of 4-inch by 8-inch
dual-contained HDPE forcemain, approximately 1,240 LF of 2-inch HDPE forcemain,
220 LF of 8-inch HDPE gravity line, valves, controls, and associated
appurtenances, 250 SY of gravel pavement, removal and replacement of
approximately 25 SY of asphalt pavement, approximately 27 SY of reinforced
concrete pavement, concrete swale, chain-link fence and swing gate, bypass
pumping, selective demolition and repair of existing lift station and
utilities, and erosion and sedimentation control items.

1. Procurement Card Services (Annual Contract) ? RFP No. 16-0008
Scope of RFP
Columbus Consolidated Government is seeking proposals from a qualified firm to
provide a credit card program for procurement and travel purposes. The
contract term will be for two years with the option to renew for eight
additional twelve-month periods.
2. Parking Meters/Management Services ? RFI No. 16-0001
Scope of RFI
Columbus Consolidated Government (the City) is soliciting information about the
feasibility of installing parking meters in various locations. The primary
location for the meters will initially be in the Central Business District
called ?UpTown?. Input from firms in the business of parking meter production,
installation and maintenance will allow the City to consider the feasibility of
parking meters in UpTown.
This may be a two-step process. Should the City decide to proceed with a
solicitation based on the responses to this Request for Information (RFI),
phase two will be a formal Request for Proposal (RFP) to be administered in
accordance with the City?s purchasing policies and procedures.
