Land Bank Authority

Board Meeting Minutes

October 5, 2011

10:00 a.m.



A meeting of the Land Bank Authority Board was held on October 5, 2011 in the

Ground Floor Conference Room of the Columbus Consolidated Government Center.

Board Chair Justin Krieg called the meeting to order. A Quorum was present.

Board Member Thomas Gristina made a motion to approve the September 2011 board

meeting minutes. Board Member Carson Cummings seconded the motion and it was

carried unanimously.



NeighborWorks Property Transfers



The Land Bank Authority is willing to take some of the properties. Board Chair

Justin Kreig will review the properties and come up with a list of addresses

the Land Bank will consider. A standard form needs to be put together with

dialogue determining how any fee(s) should be set and language addressing any

tax forgiveness, etc.



Gould Street Property Transfer



The Board discussed the acceptance of the property located at 2407 Gould

Street. After the review of the property, by a local housing non-profit, it was

determined the property was not economically feasible to rehab. The Board

decided not to accept the property, but would work with an interested

contractor and the property owner to sell the property.



Board Member Carson Cummings will work with the parties to see if an

arrangement can be reached.



Side-Lots/Adopt-a-Lot/Mow-to-Own Programs



Board Chair Justin Krieg discussed the concepts of the Side-Lots/Adopt-a-Lot

and Mow-to-Own Programs. The Board agreed that these were good programs and

will draft an application to be used for interested parties.



East Highlands Coalition



Cathy Williams at NeighborWorks, Anne King at Midtown and Resource Columbus

would like to identify areas in the East Highlands neighborhood to begin work

in. Many of the neighborhoods have a high crime rate. There are some students

in the CSU GIS program that will map the properties as a project, from the

redevelopment area maps that have been given to the Land Bank Authority.

Old/New Business



A new Land Bank Authority Board Member, appointed by City Council, is scheduled

to be sworn in today.



The Revenue Division contacted Deputy City Manager David Arrington, about a tax

sale property at 620 Manchester Expressway. Mr. Arrington wanted to know if

there was any possible interest in the parcel from the Land Bank Authority. The

property has slowly, over time, been transitioned from residential to

commercial. The land value of the property may be good, however, it is a small

lot. If surrounding parcels were available and added, acquisition of the

smaller lot may be worthwhile. Board Member Carson Cummings said he will

review the property and let Board Chair Justin Krieg know if he thinks the Land

Bank would be interested.



The next Land Bank Authority Board Meeting will be on Wednesday, November 2,

2011.
