AN ORDINANCE REVISING THE FEE SYSTEM FOR THE DEPARTMENT OF ENGINEERING FOR

SERVICES PERFORMED IN THE REVIEW OF PLANS AND PERMITS FOR SITE DEVELOPMENT,

SOIL EROSION, WORK ON PUBLIC RIGHTS-OF-WAY AND OTHER RELATED SERVICES; REVISING

THE FEE SCHEDULE FOR OTHER PRODUCTS PROVIDED AND SERVICES PERFORMED,

REPEALING CONFLICTING ORDINANCES AND FOR OTHER PURPOSES.

THE COUNCIL OF COLUMBUS, GEORGIA HEREBY ORDAINS:



SECTION 1.



That Section 2-18.4.1 in the Columbus Code is hereby deleted in its entirety

and a new Section 2-18.4.1 is substituted to read as follows:



?(a) A fee system is hereby established for the Engineering Department for the

services provided to persons and organizations.



(b) The Engineering Department shall provide services which include, but are

not limited to, review of plans and other submitted data for approval of

applications for permits for site development, soil erosion control, flood

plain management, work on public rights-of-way, engineering investigations and

processing requests for easement encroachments/abandonments, and inspections of

construction and compliance with standards, ordinances and regulations. Such

services and products will also include, but are not limited to, printed and

digital maps and geographical information systems data which will also be

available at the IT Department and the Tax Assessors Office.



(c) A nonrefundable fee payment shall be submitted with plans and application

with fees based on the following fee schedule:



(1) Residential Subdivision (Urban)

Engineering Review Fee: $400.00 + $15.00/lot

Erosion & Sedimentation Review Fee: $200.00

Inspection Fee: $100.00/acre, $500.00 minimum



(2) Residential Subdivision (Rural)

Engineering Review Fee: $300.00 + $15.00/lot

Erosion & Sedimentation Review Fee: $200.00

Inspection Fee: $ 75.00/acre, $350.00 minimum



(3) Non-Residential (Commercial/Industrial)

Engineering Review Fee: $300.00/acre, $400.00 minimum

Erosion & Sedimentation Review Fee: $300.00(up to 10 acres) +$10.00/additional

acre







Inspection Fee: $100.00/acre, $300.00 minimum



(4) Non-Residential (Apartment/Condominium)

Engineering Review Fee: $300.00 + $10.00/unit

Erosion & Sedimentation Review Fee: $300.00 + $10.00/acre

Inspection Fee: $100.00/acre, $500.00 minimum



(5) Minor Land Disturbance

Application Review Fee: $ 50.00

Inspection Fee: $ 25.00



NOTE: For the purposes of items (1) through (5) above, ?/acre? refers to

disturbed area, to be measured to the tenth of an acre.



(6) General Work on the Right-of-Way, Access/Encroachment

Application Review Fee: $ 50.00

Inspection Fee: $ 50.00



(7) Urban/Rural Driveways

Review Fee: $ 50.00

Inspection Fee: $ 50.00



(8) Advertisements for street closings $ 25.00



(9) Street name signs in new subdivisions and replacement of existing signs due

to accidents, vandalism, etc. $250.00 each



(10) Traffic signs in new subdivisions and replacement of existing signs due to

accidents, vandalism, etc. $125.00 each



(11) Request for traffic data $100.00



(12) Geographical information systems maps and data:



Faxing, per page $ 2.00



Parcel map (8??11), overlays incl. $ 7.00



Parcel map (11?17), overlays incl. $ 7.00



Tax map 42?34 (E size), overlays included

Black and white $ 15.00

Color $ 35.00



County wide Tax Parcel data, personal geo-database format only

$210.00



Additional layers, i.e. zoning, land use, topography, streets,

etc. $200.00/layer



Current and Historic aerial photography, per tile, approx. 200 tiles, on CD or

DVD only $ 10.00/tile



Full map set Adobe PDF, includes tax maps with zoning updated

quarterly $210.00



Each additional layer overlay, aerial and topography

$200.00 each



Map/data customization, per hour, 2 hour minimum

$ 65.00



NOTE: These services specified in subparagraph 12 above are available at the

Engineering Department, IT Department or the Tax Assessors Office upon payment

of the specified fee. Shipping and handling are included in map fees, regular

mail only.





(d) A nonrefundable fee payment shall be submitted for other Engineering

Services, working without a permit penalties and permit extensions based on the

following fee schedule:



(1)State Waters Determination $150.00

(requested by developer/owner/design professional/etc.)



(2)Working without a Permit $300.00

(Site Development)



(3)Working without a Permit $ 50.00

(Work on Right-of-Way, Access/Encroachment)



(4)Re-Submittal/Re-Review $200.00/submittal*

(after 2nd CCG review)



(5)Approved Application Extension $ 50.00

(additional 3 months)



(6)Major Plan Revision** $300.00

(after application approval)



(7)Minor Plan Revision*** $100.00

(after application approval)



*Submittal refers to a grouping of related plan review items. Examples of

submittals include: erosion & sedimentation, Hydrology, access, parking plan,

tree protection, etc.



**Major Plan revisions include items such as a redesign of the E&SPC

Plan/features and/or Stormwater Management features with a hydraulic component.



***Minor Plan Revisions could include items such as the relocation of driveways

and parking, fencing, landscaping, tree save areas, etc



SECTION 2.



That Section 18-36 is hereby deleted in its entirety and a new Section 18-36 is

substituted to read as follows:



?A nonrefundable fee payment will be submitted with the plans and application

based on the following fee schedule:



(1) General Work on the Right-of-Way, Access/Encroachment

Application Review Fee: $ 50.00

Inspection Fee: $ 50.00



(2) Urban/Rural Driveways

Review Fee: $ 50.00

Inspection Fee: $ 50.00?



SECTION 3.



This Ordinance shall take effect on July 5, 2016, and all prior

inconsistent Ordinances shall be repealed as of the July 5, 2016 date.

the 14th day of June, 2016; introduced a second time at a regular meeting of
