SUBJECT: Use of OLOST Public Safety Contingency



INITIATED BY: Fire/EMS Department / Finance Department



Recommendation: Approval is requested authorizing the use of Other Local

Option Sales Tax (OLOST) Public Safety contingency in the FY17 budget for the

Fire/EMS Department to provide for renovations at Fire Station #11 in excess of

the insurance proceeds in the approximate amount of $261,000.



Background: The engine located at Fire Station #11 on Warm Springs Road caught

fire while inside the fire station due to mechanical failure on November 18,

2015. The insurance company has reviewed the claim and determined the extent

of repairs that are covered by our policy that were caused by the engine fire

total $296,513.48. The station was built in 1972 and other repairs in excess of

the repairs covered by insurance are needed. These additional repairs include

roof replacement, ceiling grids, flooring, insulation, etc. totaling

approximately $261,000. Some of these repairs may be covered by insurance once

the contractor is able to begin the project and determine the full extent of

the damage. The city is utilizing 2WR to perform the design/build services for

Fire Station #11 repairs and is currently under annual contract.



Analysis: The FY17 OLOST Public Safety contingency has funding available in the

amount of $352,502.



Financial Considerations: The request is made to utilize contingency to

provide for repairs at Fire Station #11 not covered by insurance.



Projected Annual Fiscal Impact Statement: No annual fiscal impact.



Legal Considerations: Council approval is required to utilize OLOST Public

Safety contingency.



Recommendations/Actions: Approve a resolution authorizing the use of Other

Local Option Sales Tax (OLOST) Public Safety contingency in the FY17 budget for

the Fire/EMS Department to provide for renovations at Fire Station #11 in

excess of the insurance proceeds in the approximate amount of $261,000.

WHEREAS, the engine at Fire Station #11 caught fire on November 18, 2015; and



WHEREAS, there are repairs needed to the station in excess of the insurance

coverage; and



WHEREAS, the Fire/EMS Department is requesting to use OLOST Public Safety

contingency to complete the repairs at Fire Station #11.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:



That the Fire/EMS Department is hereby authorized to use approximately $261,000

in OLOST Public Safety contingency to complete the repairs which are not

covered by insurance at Fire Station #11 and utilize 2WR to perform the

design/build services under the annual contract.
