SUBJECT: Columbus Youth Soccer Association (CYSA) Memorandum of

Understanding (MOU)



INITIATED BY: Parks and Recreation







Recommendation: Approval is requested to execute a Memorandum of Understanding

(MOU) with Columbus Youth Soccer Association.



Background: The Columbus Youth Soccer Association (CYSA) through a

public-private partnership provides programming for Woodruff Farm Soccer

Complex. CYSA is currently housed on the premises of Woodruff Farm Soccer

Complex and this aids the working partnership of both entities and the soccer

community as a whole.



Analysis: This MOU lays out all terms and agreements of this agreement as

follows: CYSA will use the leased premises as its office to conduct soccer

programs at no cost to CYSA; Woodruff Farm Soccer Complex consists of 11

fields. The City shall maintain Woodruff Farm Soccer Complex with a dedicated

crew for routine maintenance. The City shall pay for the water and electricity

at the Woodruff Farm Soccer Complex. The City shall maintain the concession

building at the Woodruff Farm Soccer Complex. CYSA shall operate all aspects

of soccer programming at Woodruff Farm Soccer Complex. CYSA shall provide all

soccer equipment for the Woodruff Farm Soccer Complex (i.e., goals, nets,

corner flags, etc.) CYSA shall pay for seasonal field maintenance (i.e., top

dressing of fields, over-seeding of fields, etc.)



Financial Considerations: Facility fees of $1.00 or more will be waived by

both parties for the common interest of the citizens of Columbus. Costs for

medical, security and transportation will be the responsibility of the party

using the facilities. This MOU will expire automatically on December 31, 2016.

However, the MOU may be renewed upon approval of Columbus Council for one

five-year term running until December 31, 2021. During the initial term or

renewal term, either party may terminate this MOU at any time by giving the

other party thirty (30) days advance written notice, effective upon

transmission by hand delivery or U.S. Postal Service registered mail. The total

obligation of CYSA or The City for calendar years 2012-2016, the years of

execution of the contract, shall be not more than $.00



Projected Annual Fiscal Impact Statement: There will be no additional annual

fiscal impact by this action.



Legal Considerations: Council must authorize execution of the MOU. Either

party to this Agreement may terminate this Agreement upon the giving of 30 days

advance written notice to the other party.





Recommendations/ Actions: Approve the resolution authorizing execution of the

MOU between Columbus Youth Soccer Association and the City of Columbus.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF

UNDERSTANDING WITH COLUMBUS YOUTH SOCCER ASSOCIATION FOR THE USE OF THE

FACILITIES LOCATED AT WOODRUFF FARM SOCCER COMPLEX.

WHEREAS, Columbus Youth Soccer Association desires to enter into a Memorandum

of Understanding to use the facilities located at Woodruff Farm Soccer Complex

on Woodruff Farm Road; and,

WHEREAS, the City of Columbus has a public-private partnership with Columbus

Youth Soccer Association to promote the sport of soccer in our community; and,



WHEREAS, Columbus Youth Soccer Association through this partnership provides

all programming for Woodruff Soccer Complex and being housed on the complex is

imperative to aiding this partnership in promoting the game of soccer for the

citizens of Columbus; and,



WHEREAS, both parties are in agreement with this MOU for the facilities above

mentioned.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to enter into a MOU with the

Columbus Youth Soccer Association. This MOU will expire automatically on

December 31, 2016. However, the MOU may be renewed upon approval of Columbus

Council for one five-year term running until December 31, 2021. During the
