I. MUSCOGEE COUNTY PRE-DISASTER HAZARD MITIGATION PLAN:
Authorization is requested for the approval of the Muscogee County
Pre-Disaster Hazard Mitigation Plan as required by the Federal Emergency
Management Agency and the Georgia Emergency Management Agency every five

II. UTILITY RELOCATION CONTRACTS - VETERANS PARKWAY STREETSCAPES PHASE II -
13TH STREET - VICTORY DRIVE:
Authorization is requested to enter into agreements with utility
companies for $1,356,235.25 as follows: Georgia Power $1,076,653.40; AT&T
$84,825.32; Charter Communications $107,280; and Knology to $87,476.45 to
relocate service lines for Phase II of the Veterans Parkway Streetscapes
Project - 13th Street to Victory Drive . An agenda report, agreements and

III. REALLOCATION OF TRANSPORTATION ENHANCEMENT FUNDS/MOU WITH UPTOWN COLUMBUS:
Authorization is requested to reallocate $1,000,000 in Transportation
Enhancement Funds, previously approved to fund a pedestrian bridge and viewing
platform on the Riverwalk, to another City project to be determined and to
authorize funding of the construction of the pedestrian bridge and viewing
platform in an amount not to exceed $1,000,000 with 1999 SPLOST funds.
Approval is also being requesting to execute a Memorandum of Understanding with
UPtown Columbus, Inc., for construction of the pedestrian bridge. An agenda

IV. FY12 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT:
Authorization is requested to submit an application, and if approved,
accept an Edward Byrne Memorial Justice Assistance (JAG) grant for the Federal
Fiscal Year 2012 in the amount of $99,081 with no local match as follows:
Mental Health Court $50,000, Adult Felony Drug Court $9,081, and Juvenile Drug

Emergency Purchase ? Information Only
Emergency Purchase of 600 Gallon Water Heater for Muscogee County Jail:
On May 2, 2012, the Public Services Director requested the emergency purchase
of a 600 gallon water heater for the Jail.
Currently, the jail has only one hot water heater serving the kitchen and
tower. This includes kitchens, bathrooms, showers, etc. for the inmate
population. Should the water heater go down, the area would be without hot
water for four to six weeks until a new one can be fabricated.
The same type of tank, that currently exists, must be purchased so that
re-plumbing and/or refitting will not be required. Facilities Maintenance has
checked prices for alternate tanks and the savings would not be significant
enough to offset the re-plumbing costs. The water heater that is needed is an
A.O. Smith model BTP 600A00N12500. The local sole source vendor for A.O. Smith
is Ferguson, located at 1414 54th St. Expected delivery is 4 to 6 weeks from
time of order. The cost of the water heater is $37,372.00. The City Manager
approved the emergency purchase on May 2, 2012.

Provide Columbus Consolidated Government with various fastener supplies
and restocking services on an ?as needed basis?. Contract term shall be for
two years with the option to renew for three additional twelve-month periods.
Contract renewal will be contingent upon the mutual agreement of the City and
the Contractor.

Scope of Bid
Provide Steel Signal Strain Poles on an ?as needed basis? to be delivered to
Traffic Engineering Division. The contract term will be for two years, with
the option to renew for three additional twelve-month periods.

1. Multi-Stop Step Van ? RFB No. 12-0037
Scope of Bid
Provide one (1) Multi-Stop Step Van to be used by the Columbus Office
of Homeland Security, Hazardous Devices Response Team, as a response vehicle to
transport robots and post blast investigation equipment. Pricing is requested
for an 18', as well as, a 20' vehicle; however, the department will purchase
only one (1) vehicle, due to budget constraints. Acceptable chassis
manufacturers include Ford, International, Freightliner, Workhorse, or
equivalent. Acceptable body manufacturers include Utilimaster, HiVco, Morgan,
Supreme, or equivalent. The bid will be awarded to a single vendor capable of
providing the complete unit.
2. Compact Sport Utility Vehicle ? RFB No. 12-0050
Provide one (1) Compact Sport Utility Vehicle to be used by supervisors in the
Engineering Division to go to City sites to check traffic lighting systems.
Acceptable manufacturers include Ford Escape, Jeep Liberty, Dodge Journey, or
equivalent.
3. Inmate Vans (Commercial Cutaway) ? RFB No. 12-0051
Provide seven (7) commercial cutaway vans. Six (6) of the vans will be used by
the Cemetery and Rainwater Division of the Public Services Department; one (1)
van will be used by the Public Services Department. The vans will be used to
transport inmates and equipment to and from job site. Acceptable manufacturers
include Ford, Chevrolet, Dodge, GMC, Toyota, Mercedes Benz, or equivalent.
