Board Meeting Minutes
December 5, 2012

A meeting of the Land Bank Authority Board was held on December 5, 2012 in the
Deputy City Manager?s Conference Room at the CCG Annex Building.

Call to Order/Establish Quorum
Board Chair Justin Krieg called the meeting to order. A quorum was present.
Approval of Minutes November 2012
Board Member Lance Hemings made a motion to approve the November 2012 Minutes.
Board Member Carson Cummings seconded the motion. The motion passed.
Welcome Steve Anthony
Board Chair Justin Krieg, introduced and welcomed new Board Member Steve
Anthony.
Pratt Avenue Listing
The property has gone through the foreclosure process with the Land Bank
Authority winning the bid at the Tax Sale. The property is now going through
the legal process of transferring Title. At the December 11th City Council
Meeting, it?s expected Council will approve the transfer of the property to the
Land Bank Authority.
Board Chair Justin Krieg talked with real estate agent Clair Barry regarding
listing the property for resale with Kelley Williams Real Estate. This site
does have a CDBG
low-moderate income requirement, which will be addressed with the realtor and
potential buyers.
A motion was made by Board Member Lance Hemmings to list this property for
sale. The motion was seconded by Board Member Carson Cummings. The motion
passed.

Financial Update
The Land Bank Authority was given $50,000 from the City?s General Fund when the
Land Bank Authority was reactivated. The current balance of the Land Bank
Authority is $18,727.09. The majority of expenses to this point, have been for
the purchase of 6 In-Rem properties in the East Highlands area and legal
expenses.
Marketing East Highlands Properties
The Board will do an on-site visit/work session of the East Highland
properties to determine what steps should be taken next. Board Chair Justin
Krieg will contact Habitat for Humanity and NeighborWorks Columbus after the
work session to ask if they may have any interest in acquiring any of the
sites. The Board agreed that a timeline should be given to Habitat for Humanity
and NeighborWorks Columbus in making a decision on their interest in the East
Highlands proerties.
The GIS Department for the City will be asked to map the East Highland
properties.
Board Members
Board Member Lance Hemmings talked with John Creech about joining the Land Bank
Authority Board. Mr. Creech said he has an interest to serve as a Board Member,
but it will be after the first of the year.
The Mayor?s office suggested that a City employee become a Land Bank Authority
Board Member, specifically suggesting Amy Carbajal, Director of Community
Reinvestment. Amy has been attending the Land Bank Board Meetings regularly in
an advisory capacity and has agreed to be a Board Member.
A motion was made by Board Member Lance Hemmings for the Board to approve Amy
Carbajal as a Board Member.The motion was seconded by Board Member Carson
Cummings. The motion passed.
Old/New Business
The next Land Bank Authority Board Meeting will be on Wednesday, January 9,
2013.
