SUBJECT: 2016 Historic Preservation Fund - Grant Application for Claflin
INITIATED BY: Community Reinvestment Division
Recommendation: Approval is requested to submit an application, in partnership
with Friends of Historic Claflin, to the Georgia Department of Natural
Resources, Historic Preservation Division, in an amount up to $35,000 for the
development of a preservation plan, to include testing for hazardous materials
and training for abatement and demolition workers, for the Claflin School
Restoration Project, located at 1532 5th Avenue, Columbus, Georgia, with a 40%
cash and in-kind match to be provided in total by Friends of Historic Claflin,
and to accept the grant, if awarded, and amend the Multi-Governmental Fund by
the amount awarded.
Background: On December 29, 2015, the City entered into a lease agreement with
the Friends of Historic Claflin for the restoration of Claflin School. The
timeline for restoration states that project will be completed by September
2018. The Friends of Historic Claflin are working diligently to identify
funding sources that will assist with the restoration of Claflin School within
the current timeframe.
The Georgia Department of Natural Resources, Historic Preservation Division, is
currently accepting grant applications for historic preservation projects
within the State of Georgia. The grant application is due on February 1, 2016.
The Friends of Historic Claflin has expressed interest in partnering with the
City to obtain this grant funding for the development of a preservation plan
for the Claflin Restoration Project. On November 24, 2015, Claflin School was
listed in the National Register of Historic Places which would make it an ideal
project for this grant.
Analysis: The City has a vested interest in the restoration of Claflin school
and has established a working relationship with the Friends of Historic
Claflin. This type of development is needed for the revitalization of that
area.
The City will not incur any expenses associated with applying for this grant.
The City would function as a pass through for funding, but will be required to
maintain compliance with all grant requirements.
Financial Considerations: The City will not incur any expenses associated with
applying for this grant. There is a match requirement of 40% ($14,000), that
will be 100% funded by Friends of Historic Claflin though donations and in-kind
labor and materials.
Legal Considerations: Council must approve all grant applications.
Recommendations: Authorize the City Manager to submit an application and to
accept the funding if awarded, in partnership with Friends of Historic Claflin,
to the Georgia Department of Natural Resources, Historic Preservation Division,
in an amount up to $35,000 for the development of a preservation plan for the
Claflin Restoration Project. The City Manager is further authorized to execute
any and all documents necessary to apply for funding through this program,
accept the funding, and to administer the program in compliance with the grant
requirements.

A RESOLUTION AUTHORIZING THE CITY MANAGER, IN PARTNERSHIP WITH THE
FRIENDS OF HISTORIC CLAFLIN, TO SUBMIT AND ACCEPT IF AWARDED A GRANT
APPLICATION, TO THE GEORGIA DEPARTMENT OF NATURAL RESOURCES, HISTORIC
PRESERVATION DIVISION, IN THE AMOUNT OF UP TO $35,000 FOR THE DEVELOPMENT OF A
PRESERVATION PLAN FOR THE CLAFLIN SCHOOL RESTORATION PROJECT, WITH A 40% CASH
AND IN-KIND MATCH TO BE PROVIDED IN TOTAL BY FRIENDS OF HISTORIC CLAFLIN, AND
TO AMEND THE MULTI-GOVERNMENTAL FUND BY THE AMOUNT OF THE AWARD.
WHEREAS, the Georgia Department of Natural Resources, Historic
Preservation Division, is currently accepting applications for the 2016
Historic Preservation Fund; and,
WHEREAS, Friends of Historic Claflin desires to partner with the City
of Columbus to pursue funding through this program to develop a preservation
plan, to include hazardous materials testing and training for abatement and
demolition workers, for Claflin School located at 1532 5th Avenue, Columbus,
Georgia; and,
WHEREAS, Friends of Historic Claflin has agreed to work with a
consultant in making application for this grant and will provide the required
match of 40% ($14,000) utilizing cash donations and in-kind labor and
materials; and,
WHEREAS, Claflin School is listed in the National Register of Historic
Places which would make it an ideal project for this grant; and,
WHEREAS, this type of development is needed for the revitalization of
this area within the community.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS
FOLLOWS:
I.
That the City Manager is hereby authorized to submit an application, in
partnership with Friends of Historic Claflin, to the Georgia Department of
Natural Resources, Historic Preservation Division, in an amount up to $35,000
for the development of a preservation plan, to include testing for hazardous
materials and training for abatement and demolition workers, for the Claflin
School Restoration Project, with local match provided by Friends of History
Claflin; and.
II.
That the City Manager is further authorized to accept funding if
awarded, amend the Multi-Governmental Fund by the amount of the award, execute
any and all documents necessary to apply for the funding through this program,
and to administer the program in compliance with the grant requirements.
