SUBJECT: Memorandum of Understanding (MOU) - Midtown, Inc.



INITIATED BY: Planning Department







Recommendation: Approval is requested to execute a Memorandum of

Understanding (MOU) with Midtown Inc., for reimbursement to the City for

Consultant Services for updating the Design Guidelines for Historic Districts.



Background: In 2008, Columbus City Council approved Resolution No 242-08

authorizing the city manager to accept a grant in the amount of $10,000 from

the Georgia Department of Natural Resources to update the Design Guidelines for

the City?s historic districts. Historic Columbus Foundation and Midtown, Inc.,

agreed to provide the necessary cash-matching fund in the amount of $4,000

each. Historic Columbus Foundation made a lump sum payment to the city of

Columbus.



Analysis: A MOU is necessary to formalize the agreement for payment from

Midtown, Inc., as the City is the responsible agency for this grant. The MOU

details how the payments are to be made to the City.



Financial Considerations: The City is the ultimate responsible agency for the

administration of this grant.



Legal Considerations: The City Attorney has reviewed the proposed MOU and has

approved it.



Recommendations/ Actions: Authorize the City Manager to enter into a Memorandum

of Understanding (MOU) with Midtown, Inc. to reimburse the City for consultant

services for the Design Guidelines Update.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A MEMORANDUM OF

UNDERSTANDING (MOU) WITH MIDTOWN, INC., FOR REIMBURSEMENT TO THE CITY FOR

CONSULTANT SERVICES FOR THE DESIGN GUIDELINES UPDATE FOR THE HISTORIC DISTRICTS.

WHEREAS, in 2008, the City of Columbus was awarded $10,000.00 from the Georgia

Department of Natural Resources to update the Design Guidelines for the City?s

historic districts; and,

WHEREAS, through a public-private partnership, Midtown, Inc., will provide

$4,000.00 of the necessary cash matching funds that will be used to pay for the

consultant services; and,



WHEREAS, a Memorandum of Understanding has been prepared to define

how the payment of $4,000.00 by Midtown, Inc., to the city of Columbus will be

performed.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into a MOU with

Midtown, Inc., to define and receive payment of the $4,000.00 match needed for

the Design Guidelines Update.
