MINUTES # 14-09
The Columbus, Georgia, Board of Tax Assessors met Monday, April 13, 2009 at
9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor Ann
Grantham and Assessor Pat Hunter present. Also present was Chief Appraiser
Betty J. Middleton. Assessor Richard Stallings was absent
Assessor Lawton Grantham made the motion to approve Min#13-09. Assessor Ann
Grantham seconded the motion. Motion carried unanimously.
Assessor Ann Grantham made a motion to excuse Assessor Richard Stallings;
Assessor Pat Hunter seconded the motion; motion carried.
The Board approved the policy to use the USPS website for tracking certified
mail.
The Board also reviewed and approved a VA letter of application for VA
homestead exemption for 2009 (Parcel Id 133 007 005).
The Board examined a copy of a certified mail receipt provided for tax returns
to confirm timely filing. The tax returns were deemed late, since the USPS did
not cancel the certified mail receipt.
Met with Residential Division Manager Bob O?Brien, reviewed and approved the
following:
Method used for New Constructions 2009: 340
Res Div Mgr Bob O?Brien informed the Board that an owner and his son filed a
condominium plat and declaration for 2 lots. The Board and Res Div Mgr Bob
O?Brien discussed if the property should be valued as a condominium or
residential. The Board decided to treat the property as a condominium.

Met with Commercial Division Manager Linda King, reviewed and approved the
following:

Com Div Mgr Linda King informed the Board of conversations she had with the
Housing Authority concerning public housing and taxation of the market rents
and HUD Section 8 rents. The Housing Authority owns the land; but all buildings
are privately owned. The Board agreed that HUD Section 8 should be taxed as
market rents.
Com Div Mgr Linda King discussed with the Board a telephone call from the
Development Authority asking the Board of Tax Assessors for a meeting
concerning a special project. The Board agreed to meet with the Development
Authority anytime if given a day?s notice.
Met with Personal Property Manager Oliver Juhan, reviewed and approved the
following:
Approval of Freeport Applications Only: 21
Denial of Freeport Applications Only: 1
Pers Prop Mgr Oliver Juhan discussed with the Board required information if a
taxpayer files for non-taxability for personal property only (Account
#07274601).
