COUNCIL MEETING OF NOVEMBER 22, 2011
TO THE CITY ATTORNEY:
1. SAVE-A-PET PROGRAM:
Provide some information on the release-of-liability as it relates to off-site
adoption to include a comparison of the other communities that have been
researched to see where we stand with some of those communities that are
involved in the Save-A-Pet Program. (Request of Councilor Henderson)
RESPONSE:
Per Pat Biegler, Director of Public Services
Staff is working on this referral and will be provide a response by
January 10, 2012.
2. RESOLUTION:
Have the staff to provide a resolution expressing our condolences to the family
of Ms. Virginia Waddell, who recently passed away. (Request of Councilor
McDaniel)
RESPONSE:
This resolution was presented to the family at the Mayor?s
Proclamation/Resolution Session on Tuesday, December 6, 2011.
3. SUNDAY ALCOHOL SALE:
Have the staff to prepare a resolution setting an election date of July 2012
for the citizens of Columbus to vote on Sunday alcohol sales. (Request of
Councilor Thomas)
RESPONSE:
Per City Attorney Clifton Fay
An ordinance is listed on Tuesday, December 13, 2011, Agenda for considerations.
4. VETERANS? DAY PARADE:
Have the staff to prepare a resolution commending those individuals that were
responsible for the Veterans? Day Parade. (Request of Councilor Thomas)
RESPONSE:
This item is in progress and will be listed on the Mayor?s
Proclamation/Resolution Agenda on January 3, 2012.

TO THE CITY MANAGER:
5. COURT REPORTERS:
Provide a copy of the analysis that was conducted by Dr. Condry- University of
Georgia with regards to the Court Reporters? position. (Request of Councilor
Thomas)
RESPONSE:
A copy of Dr. Condry?s report is attached below.
6. RECYCLING CENTER:
Have the staff to check into concerns that the Recycling Truck is dumping its
contents at the landfill instead of at the recycling center. (Request of
Councilor Thomas)
RESPONSE:
Per Ron Smith, Deputy Director of Public Services
We have received this concern several times in the past month. There is
absolutely no truth to it. We were going to the landfills to collect recycling
from the offices just as we do from the offices at the Government Center and
Annex. We have since stopped doing that in order to eliminate the perception
that we are taking recycling to the landfill. The only time we currently go
near a landfill with a recycling truck is when we service the Oxbow Meadows
Environmental Learning Center operated by Columbus State University. If you
have any questions, please feel free to call me. .
7. RECREATION CENTERS:
Have the staff to check to see if there is a need for extra storage space at
the Recreation Centers and provide a report. (Request of Councilor Davis)
RESPONSE:
Per James Worsley, Director of Parks/Recreation
Parks and Recreation Management have completed its review of storage needs at
all recreation centers. At this time, we have determined additional storage is
not needed.

TO THE CITY MANAGER:
8. FACILITY RENTAL:
Provide a cost comparison of the city?s facility rental fees with that of the
Muscogee County School District. (Request of Councilor Allen)
RESPONSE:
A report is attached. (Attachment 2)
9. PARK RANGERS:
Have the staff to check on the reinstatement of Park Rangers that was
previously discussed and provide some information. (Request of Mayor Pro Tem
Turner Pugh)
RESPONSE:
Per Deputy City Manager Lisa Goodwin
As a part of the 70% LOST for Public Safety, the Police Chief has Police
Officers as a part of their beat, with a greater presence in all City Parks in
lieu of Park Rangers. This is working out very well.
