COUNCIL MEETING OF JANUARY 11, 2011
TO THE CITY ATTORNEY:
1. TAX IDENTIFICATION NUMBER:
Have the staff to research to see if it is more feasible to provide the
offices of elected officials with their own Tax ID number instead of using the
City?s Tax ID number. (Request of Councilor Woodson)
Also, have staff to determine if we should research adopting an ordinance or
resolution stipulating that when an account is opened to make it mandatory that
it be brought before the members of Council for approval. (Request of
Councilor Davis)
RESPONSE:
Staff is researching this referral and will provide an update as soon as
possible.

2. ICE RINK MANAGER:
Draft an ordinance to create the position of Ice Rink Manager.

RESPONSE
An ordinance is listed on the City Attorney?s Agenda for 1st Reading Tuesday,
January 25, 2011. Attached is a copy of the ordinance and job description with
pay grade and salary. (Attachment 1)

3. RESOLUTION:
Let?s amend the resolution commending the Planning Department to include the
names of staff in the Planning Department. (Request of Councilor Woodson)
RESPONSE:
The Planning Department resolution has been amended to include the names of all
staff members. A copy is attached. (Attachment 2)

4. TAX IDENTIFICATION NUMBER:
Provide a list of the banks that have not responded to the City?s request for
bank accounts under the City?s Tax ID Number. (Request of Councilor Woodson)
RESPONSE:
Listed below are the banks that did not comply with our request:
-- BB&T/Colonial -- First Georgia
-- Lberia -- MEA FCU
-- Wachovia/Wells Fargo -- GECPO FCU
-- Golden SCU -- Merrick
There were two banks that we received the request back in the mail as return to
sender. (American Eagle FCU and Charter)

5. NEW ICE RINK:
Provide a projection of incoming expenses and revenue going forward, as well
as, a clarification of the timeline presented; since, the year of 2010
estimated net revenue is zero. (Request of Councilor Baker)
Have the staff check into creating a committee for the ice rink that would
include a representative from the hockey league. (Request of Councilor Woodson)
Let?s keep in mind that we promised the citizens that we would have public ice
skating. (Request of Councilor Woodson)
Provide a fee schedule, as well as, a business plan for the ice rink no later
than the first meeting in February. (Request of Mayor Pro Tem Turner Pugh)
RESPONSE:
A Business Plan has been prepared that outlines the Expenses, Revenues,
Programming, Staffing and a potential schedule that will be presented to the
Mayor and Council in the next couple of weeks.
There is currently an Ice Rink Advisory Board that consists of members from the
hockey league and the hockey community. See list below:

Public Skating is a major part of the programming for the new Ice Rink, as you
will see outlined in the Business Plan that will be presented.
Fee schedule and business plan will be presented within this timeframe.

6. CIVIC CENTER:
Have staff look into naming rights for the Civic Center as a potential revenue
source. (Request of Councilor Davis)
RESPONSE:
Staff will take a look at potential opportunities for naming rights for the
Civic Center and Ice Rink and report back to the Mayor/Council within the next
90 days.

7. BOARD MEMBER TRAINING:
Have the staff to revisit a previous recommendation regarding city board member
training. Let?s look into bringing this matter back up for discussion.

RESPONSE:
Board Member Training was listed as an informational presentation on the City
Manager?s Agenda on January 13, 2009, presented by Susan Miller, Columbus State
University, Cunningham Center for Leadership Development. This item was listed
again on January 27, 2009 for Council Action and after discussion, delayed by
Council. (Attachment 3)

8. HEALTH CARE INSURANCE COMPANY:
Have the staff to contact Mr. Phil King with Welfare of Georgia in regards to
health care insurance. The company would like to have some discussions with
Administration to offer some of their insurance products for consideration.

RESPONSE:
Tom Barron, Director of Human Resources and Liz Turner, Asst. to the City
Manager met with representatives from Well Care of Georgia Monday, January 24,
2011 in the City Manager's Conference Room. Liz Turner represented the City
Manager due to a meeting with the Mayor that lasted longer than expected.

9. CABLE COMPANIES
Have the staff to check with the cable companies to find out if the customers
are no longer able to view the Council Meetings if they do not pay to have the
cable box and if so, why not. Also, check to see if there is something the
City could do to make sure that the cable companies provide this channel for
those customers that just have the basic cable without the cable box.

10. CHARTER REVIEW COMMISSION:
Have the staff to check into televising the Charter Review Commission Meetings.

RESPONSE:
The Chairman of the Charter Review Commission stated that group would be more
effective if the meetings are not televised.
GRANT ADMINISTRATOR:
Have staff to check to see if grant funding can be used to hire a grant
administrator. (Councilor Thomas)
RESPONSE:
Some grants can be used for administrative costs. We will review for the FY12
Budget.
