SUBJECT: Recovery Act JAG Grant



INITIATED BY: Finance Department







Recommendation: Approval is requested to submit an application and if

approved, accept an FY09 Recovery Act Edward Byrne Memorial Justice Assistance

Grant in the amount of $666,990 or as otherwise awarded, and that the funds

will be used by the departments listed, for the programs and amounts authorized

by the grant and decided upon by the various departments, and to amend the

Multi-Governmental Fund by like amount.



Background: the U.S. Department of Justice, Office of Justice Programs,

Bureau of Justice Assistance has announced that it is seeking applications for

funding under the American Recovery and Reinvestment Act of 2009. This

Recovery Act JAG allows local governments to support a broad range of

activities to prevent and control crime and to improve the criminal justice

system. Uses of these funds include local initiatives, technical assistance,

training, personnel, equipment, supplies, contractual support, and information

systems for criminal justice, as well as research and evaluation activities

that will improve or enhance: law enforcement programs; planning, evaluation,

and technology improvement programs; drug treatment and enforcement programs;

planning, evaluation, and technology improvement programs; and crime victim and

witness programs (other than compensation).



Analysis: These funds are available as a result of the American Recovery and

Reinvestment Act of 2009. Funds will be used as follows:



Juvenile Drug Court - $97,509

$19,509 Drug Screen Testing/Supplies

$9,000 Community Service Supervision/Tracking

$54,000 Contracted Substance Abuse Treatment and Counseling Services

$1,800 Life Skill Group Facilitator

$1,200 Parent Support Group Facilitator

$12,000 Tutoring



Adult Drug Court - $40,000 Drug Testing/Supplies



Mental Health Court - $75,000

$44,000 Caseworker

$25,000 Administrator (forensic tests)

$6,000 Transportation



Marshal?s Office - $86,550

Firearms Simulator $75,000

3 radios @ $2,810.00 ea=$8,430

Financial Considerations: The Columbus Consolidated Government is eligible to

receive $666,990 in funding, with no local match requirement.



Legal Considerations: The deadline for submission of this application is May

18, 2009, the grant requires that the governing body be notified of the

application and the opportunity for public review and comment be given 30 days

prior to submission of the application, and awarding of the grant requires

compliance with the expenditure and reporting requirements of the American

Recovery and Reinvestment Act of 2009.



Recommendations/ Actions: Authorize the Mayor or his designee to apply for and

except the grant as awarded, and to amend the Multi-Governmental Fund by the

amount of the award.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND IF APPROVED, ACCEPT A

GRANT FROM THE U.S. DEPARTMENT OF JUSTICE IN THE AMOUNT OF $666,990, OR AS

OTHERWISE AWARDED, FOR PUBLIC SAFETY AND CRIMINAL JUSTICE PROGRAMS MENTIONED

BELOW, WITH NO MATCHING REQUIREMENT, AND TO AMEND THE MULTI-GOVERNMENTAL FUND

BY THE AMOUNT OF THE AWARD.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application and

if approved, accept an FY09 Recovery Act Edward Byrne Memorial Justice

Assistance Grant in the amount of $666,990 or as otherwise awarded, and that

the funds will be used by the departments listed, for the programs and amounts

decided upon by the departments, and to amend the Multi-Governmental Fund by

like amount.
