The terms of office of Mr. William Burgin, Mr. Siavosh Etemadi, Mr. Robert

Safran and Mr. John Schley on the Historic & Architectural Review Board will

expired on January 31, 2007.



Mr. William Burgin represents Historic Columbus Foundation, Mr. Etemadi

represents the Historic District Preservation Society, Mr. Safran represents

West Georgia America Institute of Architects and Mr. Schley represents the

Homebuilder?s Association.



All four of the incumbents are eligible to succeed themselves and we will

be checking with each of the respective organizations to determine if they

would like for each of these individuals to be reappointed to represent their

organizations.

Charge/Mission: Within its legal and persuasive powers, this board shall

encourage preservation, maintenance and improvements of buildings of historic

and/or architectural significance within the Historic Districts. It has eleven

(11) appointed and voting members, four (4) of which are appointed exclusively

by the Columbus Council. The other seven (7) voting members are also appointed

by the Columbus Council, but they must be members of and recommended by certain

organizations as stated in the ordinance that established the board. There are

three (3) other nonvoting members, one of whiich is a representative of the

Columbus Housing Authority, one of which represents the Columbus Planning

Division and the other represents the Columbus Inspection and Code Enforcement

CREATED BY: Ordinance No. 70-108 (4-27-70), as amended by Ordinance No. 71-250

(9-21-71), as amended by Ordinance No. 77-25 (3-29-77), as amended by Ordinance

No. 84-6 (1-31-84), as amended by Ordinance no. 90-26 (4-10-90), as codified in

Sec. 22-39 (a) through (k) of the Col. Code, and amended by Ord. No. 96-1,

adopted January 9, 1996.



CHARTER REFERENCE: No reference to this specific board, but see Sec. 4-103,

General Provisions concerning boards, commissions, and authorities.



COLUMBUS CODE REFERENCES: Section 22-39 (a) through (k). See also Sec. 2-1,

2-3.01, 2-3.02, and 2-3.1 for general provisions relating to all boards

commissions, authorities, and committees.



COMPOSITION: Eleven appointed and voting members.



QUALIFICATION OF MEMBERS: One member shall be a registered architect

recommended by the West Georgia Chapter of the American Institute of

Architects. One member shall be a member of the Columbus Homebuilders

Association as recommended by the association. One member shall be a member of

the Historic District Preservation Society as recommended by the society. One

member shall be the member of the Columbus Board of Realtors as recommended by

the board. One member shall be a member of Uptown Columbus, Inc. as recommended

by the organization. One member shall be a member of the Uptown Business

Association as recommended by the association. Four members shall be at-large

members as recommended by the Columbus Council. Representatives of the

Department of Community Development?s Planning Division, Inspections and Code

Enforcement Division, and the Housing Authority of Columbus shall serve on the

board as nonvoting members. See also Section 2-3.02 (a) for general

qualifications for all boards.



MEMBERS APPOINTED BY: Columbus Council. See above; Qualifications of Members,

for list of seven organizations who nominate one of their members to serve.

These seven organization members are confirmed by the Columbus Council.



TERMS OF OFFICE: Three years



COMPENSATION: Members serve without compensation.



SUCCESSION OF MEMBERS: Appointees appointed hereunder who have served two (2)

consecutive full terms shall not be eligible to succeed themselves until the

lapse of twelve (12) months from the end of said term; provided, however, that

such limitation shall not apply to permanent, full-time employees of the

consolidated government who are serving in appointed positions nor to the

Muscogee County Board of Elections. The rules of succession contained in this

section shall be controlling notwithstanding any other rules of succession

heretofore enacted for particular boards and agencies, and appointees serving

initial staggered nevertheless be eligible to succeed themselves for two (2)

successive full terms in addition to serving the shorter staggered term. (Col.

Code Sec. 2-1 and 22-39 (d)



POWERS, DUTIES, AND RESPONSIBILITIES: Within its legal and persuasive powers,

this board shall encourage preservation, maintenance, and improvements of

buildings of historic and/or architectural significance within the Historic

Districts.
