Subject Cleaning of Creeks
Description If there is a cost associated with the cleaning of creeks, and
cutting down weeds, instead of continuing to tell people that we can?t do
something, let?s look at bringing these issues before the Council and allow
them to make a decision as to whether or not they want these things taken care
of or not. When the staff brings back the assessment of all the different
creeks and what resources will be required to maintain them, let?s make sure we
bring back something that is doable. (Request of Councilor Turner Pugh)

Response 01/03/07-- An assessment of the resources required to cut and clean
creeks will began immediately. However, please remember that most creeks
belong to the adjacent property owner. The city typically has a drainage
easement which we facility the flow of water. Should the requirement to cut
all underbrush and weeds within 100 feet of a resident is desired by the
Council, a change in the current weeds ordinance will be necessary. This
proposal will impact all wooded areas that is adjacent to developed areas. The
dynamics of weeds abatement will change.
If cleaning creeks and cutting weeds along creeks becomes required, often
times the adjacent property or private property owner will then be required to
expend substantial sums of funds to abate the natural growth along these
streams and creeks. If the creek or stream is considered "State Waters" a
variance from the EPD will be required to enter the 200 feet buffer and abate
the growth.
