MINUTES # 29-07
The Columbus, Georgia, Board of Tax Assessors met Wednesday, July 25, 2007,
at 2:00PM with, Assessors Lawton Grantham, Richard Stallings and Ann Grantham
present. Also present was Chief Appraiser Betty J. Middleton. Chairman William
Braxton and Assessor Pat Hunter were absent.
Assessor Ann Grantham made the motion to approve Min#28-07; Assessor Richard
Stallings seconded the motion; motion carried unanimously.
The Board approved a VA application for parcel ID 093 011 012 for 2007.
Discussed letter forwarded from the Tax Commissioner?s Office where a taxpayer
is requesting re-computation of 2006 taxes since he was determined 100%
disabled Veteran for previous years. The Board asked the Chief Appraiser to
notify the taxpayer that the Board of Tax Assessors? policy is to grant VA
exemption beginning in the year the taxpayer presents the letter from the Dept
of Veterans Affairs (deadline submitting the letter is March 1 of that year).
Met Mrs. Scruggs representing St. Paul United Methodist Church, Inc. regarding
a request for non-taxability for Parcel ID 185 006 006. Mrs. Scruggs said the
property is being used as a parsonage now, but was rented on January 1, 2007.
The Board did not grant tax exempt status for 2007, but advised Mrs. Scruggs to
reapply for 2008.
Chief Appraiser Betty Middleton discussed with the Board a request from City
Attorney Clifton Fay to see if they could make a settlement offer for PID 171
014 003. Assessor Ann Grantham made a motion to offer $375,000; Assessor
Richard Stallings seconded the motion; motion carried.
Residential Division Manager Bob O?Brien discussed with the Board a problem
regarding a map combination, two lots being combined, but transfers are for the
lots individually. The Board advised Res Div Mgr Bob O?Brien to contact the
homeowner and the Attorney of the problem with copy to City Attorney Clifton
Fay.
Met with Commercial Division Manager Linda King, reviewed and approved the

Commercial Division Manager Linda King discussed two calls she received form
attorneys regarding a landlocked piece of property which was deeded to a tax
exempt entity and has reverted back to the original owners years ago. The
attorneys asked Com Div Mgr Linda King to check with the Board how many years
they would consider going back to collect the taxes since it has been carried
as non-taxable. The Board?s decision was three years.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
