COUNCIL BRIEFING

Meeting

August 9, 2005



Members Present: Mayor Pro Tem John J. Rodgers and Councilors R. Gary Allen,

Wayne Anthony, Glenn Davis, Julius Hunter, Jr., Charles E. McDaniel, Jr.,

Evelyn Turner Pugh (arrived 8:43 a.m.) Nathan Suber and Evelyn Woodson (arrived

8:43 a.m.). Also present were Mayor Robert S. Poydasheff, City Manager Isaiah

Hugley, City Attorney Clifton Fay, Assistant City Attorney Jamie DeLoach,

Deputy City Manager Lisa Goodwin, Finance Director Angela Cole, Public Services

Director Rufus Riggs, Clerk of Council Tiny B. Washington and Deputy Clerk of

Council Sandra Davis.



Members Absent: Councilor Berry Henderson was absent.

This meeting was called to order at 8:35 a.m., in the Council Chambers

Conference Room, Plaza Level of the Government Center.

Hostage Situation:

Mayor Poydasheff provided an update on a hostage situation where a gentleman

eventually committed suicide.

Council?s Agenda:

City Manager Hugley called attention to a request to purchase the Stone

Furniture building located on Ft. Benning Road. Using a large map, he provided

a description of the property and the surrounding property. He then briefly

explained the reasons he is recommending the purchase of this property. He

said the purchase price is $350,000, which is consistent with the 1999

appraisal.



Responding to comments made by Councilor Allen, City Manager Hugley agreed that

the current property owner would lease the property for $600 for five years;

however, we have an exit clause in there and they are responsible for anything

relating to maintenance.

Parks & Recreation Survey:

City Manager Hugley mentioned the Parks & Recreation survey that has been

drafted to obtain information regarding usage and activities. He pointed out

that the survey would be available at each recreation centers.



Councilor McDaniel asked about removing the air-conditioner from the roof at

the Gallop Center, at which time, City Manager Hugley said that it was

determined to be too costly to move the air-conditioner; the cost is

approximately $40,000. Mayor Pro Tem Rodgers pointed out that the leak from

the air-conditioning may damage the roof. He said that we have a thirty-year

warranty on the roof, but would explore this matter further.





Street Maintenance:

Deputy City Manager Bishop has been contacted from three different areas that

have large tracts of land on private streets requesting service. He reported

that the City does minimal maintenance on private roads. However, he did

express some concerns with doing this.

Public Agenda:

City Manager Hugley called attention to Mr. James Hendrix, who is listed on the

Public Agenda, and came before the Council on last year to get the time

extended for the swimming pools to be open. He then provided the cost

associated with keeping the swimming pools open.

UGA Salary Study:

City Manager Hugley reported that we won?t receive the study from the

University of Georgia until September. He pointed out that we have received

some preliminary job descriptions that have been sent to the Department Heads

for review.

Cherokee Avenue:

City Manager Hugley advised of the sinkhole problem at Cherokee Avenue across

from the Country Club. He estimated the cost to fix it is approximately

$393,000; therefore this would be an emergency purchase.



Councilor Allen asked about police patrol in that area, at which time, City

Manager Hugley replied that Chief Boren has been notified to beef up patrol in

that area.

Assistant Engineering Director Donna Newman also made comments in reference to

the study for Cherokee Avenue. Responding to comments regarding funding,

Assistant Engineering Director Newman explained that we try to budget money

annually to repair portions of the wall. Finance Director Angela Cole remarked

that in 1997 the first allocation was $300,000; 2005 there was $500,000 set

aside; there is approximately $567,000 total remaining.



In conclusion, City Manager Hugley said that if there are no objections he move

forward with the emergency purchase.
