The developer must install a 10? landscape buffer with an 8? wooden fence along
the eastern property line. This will replace the required buffer as stated in
section 4.2.5. The required buffer in section 4.2.5 would be a 5? landscape
buffer or a masonry wall.

Environmental Impacts: The property does not lie within the floodway and floodplain
area. The developer will need an approved drainage plan prior to issuance of a
Site Development permit, if a permit is required.
City Services: Properties are served by all city services.
Traffic Impact: Traffic volumes on Veterans Parkway have an AADT of 27,900. Projected
AADT for the site is 106 trips. The level of service is expected to stay at a
LOS of D.

Reasonableness of Request The request is compatible with existing land-uses. This use
conforms with the current uses within the commercial node.

Buffer Requirements
The site shall include a Category C buffer along all property lines bordered by
the SFR3 zoning districts. The 3 options under Category C are:
1) 20 feet with a certain amount of canopy trees, under story trees, and shrubs
/ ornamental grasses per 100 linear feet.
2) 10 feet with a certain amount of shrubs / ornamental grasses per 100 linear
feet and a wood fence or masonry wall.
3) 30 feet undisturbed natural buffer.
Attitude of Property Owners: Thirty three (33) property owners within 300 feet of the
subject properties were notified of the rezoning request. The Planning
Department received one call and no emails regarding the rezoning.
Additional Information: The adjacent parcel owner to the North is in opposition to the
rezoning. He was notified through all three normal procedures. However, he
had not updated his address with the Tax Assessor and did not receive the
letter in time to attend the PAC. We double checked his address and have
updated the information with the Tax Assessor. He has been sent a letter at
the corrected address for notification of the meeting time and place.
