I. CELLPHONE TOWER LEASE EXTENSION - 2300 DOUBLE CHURCHES ROAD:



Approval is requested to extend the lease agreement with Crown Castle PT, Inc.

for the tower site located at 2300 Double Churches Road (Parcel #190-031-046),

in Columbus, Muscogee County, Georgia. Crown Castle currently has a lease

agreement with the City for a cell tower located at 2300 Double Churches Road.

The current agreement pays $12,876 per year to the City, with renewals every 5

years for an expiration in 2032. They have requested to amend that lease

agreement to extend the term by four (4) additional five (5) year terms to the

year 2052. As part of this request, they will increase the annual rent by

$5,124 from $12,876 to $18,000, with additional 3% increases each renewal

period (every 5 years), with the first increase in 2022. Crown Castle has also

agreed to pay a one-time fee of $25,000, and they will implement a revenue

share provision where they will pay the City 30% of any rent they receive from

future tenants that use the tower. Crown Castle shall be solely responsible for

all costs related to any construction or maintenance activities it undertakes

on this tower at no cost to the City. This lease renewal will provide

additional revenue to the City.





II. CELLPHONE TOWER LEASE EXTENSION - 3601 SOUTH LUMPKIN ROAD:



Approval is requested to extend the lease agreement with Crown Castle

PT, Inc. for the tower site located at 3601 South Lumpkin Road (Parcel

#061-001-015), in Columbus, Muscogee County, Georgia. Crown Castle currently

has a lease agreement with the City for a cell tower located at 3601 South

Lumpkin Road. The current agreement pays $12,168 per year to the City, with

renewals every 5 years for an expiration in 2032. They have requested to amend

that lease agreement to extend the term by four (4) additional five (5) year

terms to the year 2052. As part of this request, they will increase the annual

rent by $5,832 from $12,168 to $18,000, with additional 3% increases each

renewal period (every 5 years), with the first increase in 2022. Crown Castle

has also agreed to pay a one-time fee of $25,000, and they will implement a

revenue share provision where they will pay the City 30% of any rent they

receive from future tenants that use the tower. Crown Castle shall be solely

responsible for all costs related to any construction or maintenance activities

it undertakes on this tower at no cost to the City.

Approval is requested to extend the lease agreement with Tower Development

Corporation for the tower site located at 5105 Steam Mill Road (Parcel

#094-001-040), in Columbus, Muscogee County, Georgia. Tower Development

Corporation currently has a lease agreement with the City for a cell tower

located at 5105 Steam Mill Road. The current agreement pays $6,900 per year to

the City, with renewals every 5 years for an expiration in 2031. They have

requested to amend that lease agreement to extend the term to the year 2051. As

part of this request, they will increase the annual rent by $11,100 from $6,900

to $18,000, with additional 3% increases each renewal period (every 5 years),

with the first increase in 2020. Tower Development Corporation has also agreed

to pay a one-time fee of $25,000, and they will implement a revenue share

provision where they will pay the City 30% of any rent they receive from future

tenants that use the tower. Crown Castle shall be solely responsible for all

costs related to any construction or maintenance activities it undertakes on

this tower at no cost to the City.





IV. CONDEMNATION ON PARCEL 29 - 514 MORRIS ROAD SPIDER WEB NETWORK:



Approval is requested for a condemnation of Parcel 29, 514 Morris Road located

at the corner of Buena Vista Road, Muscogee County totaling 7,841.42 +/- of

Right of Way and 20,116.16 sq. ft +/- of Permanent Construction Easement for a

County Road and/or Municipal Street purposes and authorizing the filing of a

Declaration of Taking by the City Attorney or his representatives for the

acquisition of land under the authority of the official code of Georgia

annotated, Section 32-3-1 et.seq. the referenced project.





V. CONDEMNATION ON PARCEL 31 - 3205 BUENA VISTA ROAD SPIDER WEB NETWORK:



Approval is requested for a acquisition of Parcel 31, 3205 Buena Vista Road,

Muscogee County totaling 512.26 sq. ft.+/- of Right of Way, 2,148.66 sq. ft +/-

of Permanent Easement (area 2), 2,711.14 sq. ft. +/- Permanent Easement (Area

3), 4,336.49 sq ft. =/- Drainage Easement+/-and 446.79 sq. ft. of Driveway

Easement for a County Road and/or Municipal Street purposes and authorizing the

filing of a Declaration of Taking by the City Attorney or his representatives

for the acquisition of said land under the authority of the official code of

Georgia annotated, Section 32-3-1 et-seq. for the referenced project.





VI. RADAR LIST MODIFICATION REQUEST TO GDOT:



Approval is requested to authorize staff to submit to GDOT a request to modify

the current radar list for use of speed detection devices. A request was

received from the Muscogee County School District to modify the designated

school zone for the newly opened Spencer High School to include Fort Benning

Road and Cusseta Road. We will be requesting removal of school zones in areas

no longer being used as schools. Also, a request is being made to lower the

speed limit of Double Churches Road in the vicinity of the park. The

Department of Engineering will be responsible for installation of appropriate

signs and traffic control devices. Estimated cost will be $32,000.

1. Pine Grove Municipal Solid Waste Landfill C&D Area 3 and Citizen Drop-Off

Area ? RFB No. 19-0007

Scope of Bid

The project consists of providing all labor, materials, tools, equipment,

services and incidentals, and performing all work required to construct in

place and ready to operate a Construction and Demolition Landfill Cell

consisting of approximately 43,307 CY of excavation, 15,425 CY of structural

fill, sediment pond cleaning, 1,789 SY of all-weather access road, and erosion

and sedimentation control items.



Additionally, the project includes an Alternate Item No. 1: Citizens Drop-Off

Area, which involves 625 CY of excavation, 11,373 CY of structural fill, 385 LF

of concrete retaining wall, gravity sewer piping, asphalt, concrete and gravel

pavement, and erosion and sedimentation control items.

1. Financial Services: Banking, Smart Card & Merchant Services ? RFP No.

19-0002

Scope of RFP

Provide Columbus Consolidated Government with the highest quality of financial

services at the lowest cost to taxpayers. The services include Banking

Services (Option 1), Smart Card Services (Option 2) and Merchant Services

(Option 3).



The term of this contract shall be for a period of five (5) years, beginning

November 1, 2018 through October 31, 2023.



2. Recruitment Advertising Services ? RFP No. 19-0007

Scope of RFP

The Columbus Consolidated Government invites qualified firms to submit

proposals to provide the Columbus Police Department with a 3:00 to 4:00 minute

documentary style video for recruiting purposes. In addition, the vendor should

also be able to provide other advertising media in the form or brochures,

billboards and other media resources to aid in the recruitment and retention of

officers.



Time is of the essence; therefore, the ability to immediately start on the

project and provide a quality, finished product as soon as possible will be a

major consideration in awarding of the contract.



October 3, 2018

1. Roofing Services at Bull Creek Golf Course Clubhouse ? RFB No. 19-0012

Scope of Bid

Provide all labor, equipment and materials to remove the existing roof and

replace with Ketone Ethylene Ester (KEE) Membrane Roofing. Requests for

substitution will be accepted until 5:00 PM on Wednesday, September 19, 2018.

Contractors shall email substitution requests, as outlined on page 11, Section

II, Item B of the specifications.



2. Steel Signal Strain Poles (Annual Contract) ? RFB No. 19-0004

Scope of Bid

Provide Steel Signal Strain Poles on an ?as needed basis? to be delivered to

Traffic Engineering Division. The contract term will be for two (2) years,

with the option to renew for three additional twelve-month periods.

1. Traffic Incident Management Services (Annual Contract) ? RFP No. 19-0001

Scope of RFP

The Columbus Consolidated Government invites qualified firms to submit

proposals to provide Traffic Incident Management Services (TIMS) for the Public

Safety Departments, Public Works Department and METRA Transit System. TIMS is

vehicular road services typically and commonly provided by wrecker/towing

service.



The term of this contract shall be for a period of five (5) years, beginning

November 30, 2018 through November 29, 2023.

Scope of Bid

Provide preventive maintenance and/or repair service for chillers at various

locations. The contract term shall be for three (3) years, with the option to

Scope of RFP

The Department of HR/The Learning Center is seeking multiple contractors to

provide instructors in various training modules to employees interested in

growing and developing their skills within the Columbus Consolidated

Government. Training will be conducted on an ?as needed? basis.

Scope of RFP

The Columbus Consolidated Government invites qualified firms to submit

proposals to provide workers? compensation claims management services to its

workforce of approximately 3000 employees in various occupations, ranging from

public safety to field force to administrative positions.



The term of this contract shall be for two (2) years, with the option to renew

for three (3) additional twelve-month periods.
