Resolution - June 26th agenda

Attached is a resolution for your review for the June 26th agenda. This is a
requirement from the State for the Tax Commissioner and the employees of her
office. Currently, they are covered by the city's retirement plan as well as
the state's ERS. The state has ended the participation for new employees at
the state's expense but allows new employees to be a member if the city pays
for it. This resolution delcines participation as they are members of the
city's retirement plan. Seems backwards that we have to sign a Notice of
Participation if we choose not to participate in the state's retirement for Tax
Commissoner employees, but that is what the last paragraph of the memo
indicates.
