I. GEORGIA EXCEPTIONAL MAIN STREET PROGRAM:
Approval is requested to execute a Memorandum of Understanding (MOU) with the
Georgia Department of Community Affairs (DCA) to maintain Columbus' Local Main
Street designation by the National Main Street Center and appoint Uptown
Columbus to serve as the Local Main Street Program Board of Directors. The Main
Street program is a commercial district revitalization program. The program is
a community driven, comprehensive methodology used to revitalize older,
traditional business districts throughout the United States. The underlying
premise of the Main Street approach is to encourage economic development within
the context of historic preservation in ways appropriate to today?s
marketplace. The Main Street approach advocates a return to community
self-reliance, local empowerment, and the rebuilding of traditional commercial
districts based on their unique assets: distinctive architecture, a pedestrian
friendly environment, personal service, local ownership, and a sense of
community.
II. FY18 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT:
Approval is requested to submit an application and accept, if awarded, an
Edward Byrne Memorial Justice Assistance (JAG) grant for the Federal Fiscal
Year 2018 solicitation in the amount of $99,208, or as otherwise awarded, with
no local match requirement, to be used for eligible projects as defined in the
grant, and to amend the Multi-Governmental Fund by the amount of the award.
Funding will be allocated as follows: Columbus Police Department: $19,440,
Muscogee County Sheriff: $8,600, Muscogee County Marshal: $25,005, Adult Felony
Drug Court: $14,600, Columbus Fire/EMS: $31,563.

Scope of RFP
Provide Columbus Consolidated Government with the highest quality of financial
services at the lowest cost to taxpayers. The services include Banking
Services (Option 1), Smart Card Services (Option 2) and Merchant Services
(Option 3).
The term of this contract shall be for a period of five (5) years, beginning
November 1, 2018 through October 31, 2023.

Scope of RFB
Provide uniforms for Columbus Consolidated Government Public Safety Departments
on an ?as needed? basis.
The term of this contract shall be for two (2) years, with the option to renew
for three (3) additional twelve-month periods.
