Board Meeting Minutes
September 16, 2014
The regularly scheduled meeting of the Community Development Advisory Council
(CDAC) was held at the Columbus Consolidated Government, Annex Building, in the
Annex Conference Room, 420 10th Street, on September 16, 2014.
Members Present: Clementine Cochran, Gladys J. Ford, Jack Hayes, Colin T.
Martin, Charles H. McDaniel, Zak Shahid, Olive Vadal-Kendall
Members Absent: Adrian Chester, Gloria Enfinger, Kim Jenkins, Christy Lemieux,
Teddy Reese, Carla Thomas
Also Present: David Arrington, Deborah Meadows, and Denise McWhorter
CALL TO ORDER
Chairperson Jack Hayes called the meeting to order. A quorum was present.
APPROVAL OF MINUTES
Minutes from a regularly scheduled meeting on June 17, 2014 were presented for
approval. CDAC Member Colin Martin made a motion to approve the minutes as
presented. CDAC Member Zak Shahid seconded the motion. All members present
passed the motion.
OLD/NEW BUSINESS
o Columbus-Muscogee/Russell County Continuum of Care (CoC) GA-505 Update
Deputy City Manager David Arrington addressed CDAC Members about the new
Continuum of Care organization. The Columbus community has formally established
a Continuum of Care (CoC). For many years many cities and service providers
have had in name only a Continuum of Care and that was basically a mechanism
for applying for Housing and Urban Development funds for some service providers
in the community. Two (2) years ago, Housing and Urban Development (HUD) passed
new rules known specifically as the Homeless Assistance and Rapid Transition to
Housing Act, requiring communities to become better organized in their efforts
to assist the homeless and to provide a community-wide commitment to ending
homelessness.

The CoC is designed to work through interagency collaboration, effective
allocation of resources, increased access to immediate services and development
of new strategies to end the cycle of homelessness in the
Columbus-Muscogee/Russell County CoC. Using shelters, service providers and
people experiencing homelessness as points of contact, we will identify the
service and housing needs of people who are homeless or about to become
homeless and create solutions needed to prevent homelessness and to move people
from homelessness to housing and self-sufficiency.
The Act requires a much more coordinated effort within our community. A number
of deadlines were established in the legislation. One of those is that a Board
had to be established and a Governance Charter created for the organization by
August 31, 2014. We met that requirement. The Governance Charter was voted on
and approved by our Continuum in August 2014. A Board of Directors was
established and a Board Meeting was held last month. Rabbi Schwartz is the
Chair of the organization. Consistent with the Governance Charter there is
representation from each one of the groups that was identified. One of the
things the Board will be looking at is expanding the Board membership. The
Board will be the decision making body of the Continuum and will actually only
meet a couple of times a year, in more of an informational capacity than a
policy making role. The Board will make decisions and act on behalf of the
Continuum. The biggest portion of the work to be done by the Continuum will be
done through a committee structure. There are six (6) committees. David
Arrington outlined the committees and their roles and responsibilities for the
CDAC Members.
It?s important for the CDAC Members to know about this and what our community
is doing and that we are in compliance with the Federal requirements for
Continuum of Care (CoC) programs.
o Upcoming Sub-Recipient/Service Provider Applications
There was a discussion on the upcoming funding cycle for Fiscal Year 2016
sub-recipient, service providers and how to reach out to the community to
encourage various non-profit organizations that meet the Housing and Urban
Development (HUD) criteria for CDBG/HOME funding to apply. The Community
Reinvestment Division will report back to the CDAC Members at the next meeting
on the way the announcement is made to the community.

o Community Development Advisory Council (CDAC) Officer?s
CDAC Chair Jack Hayes said that CDAC Member Olive Vidal-Kendall has volunteered
to be the Co-Chairperson for CDAC. CDAC Member Gladys Ford made a motion to
accept Olive Vidal-Kendall as the Co-Chairperson. CDAC Member Zak Shahid
seconded the motion. All members present passed the motion.
The next regular Community Development Advisory Council (CDAC) meeting will be
on December 16, 2015.
