SUBJECT: Quantum Wireless Agreement



INITIATED BY: Columbus Civic Center





Recommendation: Approval is requested to enter into an agreement with Quantum

Wireless, LLC (Quantum) so that it will construct wireless boosting services in

the Civic Center facility and retain the right to provide those services to

various wireless providers for a term of ten years with two five year renewals.



Background: Quantum Wireless installs cellular phone boosting services and

markets them for use by various wireless networks. They are located at 400

West Peachtree Street, Suite 4-669, Atlanta, GA 30308



Analysis: Quantum Wireless will provide cellular phone boosting services

throughout the Civic Center facility. The service will make cellular phone

service more accessible for any Civic Center patron whose cellular network

chooses to contract with Quantum Wireless for the cellular boosting service.

Quantum will in return make lease payments which will provide additional

revenue for the Columbus Civic Center.



Financial Considerations: Once the wireless boosting system is installed and

has one Wireless Carrier using the system, Quantum Wireless will pay a monthly

rental of $1000 for the remainder of the lease. An additional $500 monthly

rental will be added for each additional Carrier that uses the wireless network

during that month. This rental structure will continue for one ten year term

with two addition five year renewal terms.



Legal Considerations: Any lease agreement involving this City requires Council

approval.



Recommended/Actions: Approval is requested to enter into an agreement with

A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A SITE LEASE AND QUANTUM

WIRELESS, LLC FOR THE INSTALLATION AND OPERATION OF WIRELESS BOOSTING SERVICES

AT THE COLUMBUS CIVIC CENTER.



WHEREAS, Quantum Wireless has agreed to lease space on the Civic Center

premises and install a Distributed Antenna System (DAS) to enable it to provide

cellular phone boosting services to various wireless networks whose customers

use wireless telephone service at the Columbus Civic Center; and,



WHEREAS, Quantum Wireless has agreed that once its DAS system is installed and

in use by one wireless network, it will pay Columbus a monthly rental of

$1,000.00, with an additional $500.00 rental per month to be added for each

additional wireless network using the services. The lease will continue for a

term of ten (10) years with two available renewals of five (5) years each; and,



WHEREAS, this Council finds that it is in the best interests of the users and

customers of the Civic Center to facilitate the enhancement of wireless

services within the structure;



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to execute a DAS Site Lease

Agreement in substantially the form attached between the Columbus Consolidate

Civic Center and Quantum Wireless Networks. LLC.
