MINUTES OF MEETING
November 22, 2005
The Greater Columbus Golf Authority held the scheduled monthly meeting at Bull
Creek Golf Course. Members present were Chairman Richard Hagler, Earl Bagley,
Floyd Washington, Rhudine Nelson, Nancy Wilkeson, Willie Hill, Donald Clack and
Michael Silverstein. June Holder had an excused absence. Staff members present
were John Milam and Steve Brown. Special guests from the Finance Department,
City of Columbus, were Angela Cole and Pam Hodge.
Minutes of the October 25, 2005 meeting were approved as presented. Motion
made by Willie Hill and seconded by Donald Clack.
The concerned citizens that propose a name change for Oxbow Creek will address
the Authority in January 2006.
Finance Personnel ? Budget
Angela Cole spoke to the Authority members regarding the up-coming FY07
budget. She has worked closely with Mr. Milam regarding the financial
situations. It was noted that Oxbow Creek receives $150,000 annually to
supplement their budget. Mr. Hagler gave a brief history of the development of
Oxbow Creek. City Counsel was advised from the very beginning that a 9-hole
facility would never be financially viable. There will always be a stigma of
only playing 9 holes and there are fewer golfers on the course at any given
time because of merging with new groups teeing off. Angela stated that there
is no guarantee that the additional 9 holes will ever be built. To clean up
the additional site and capped it will cost more than the land purchase.
Angela stated that they have to look at everything, finance wise, and have no
problems with the product being offered. Angela would remind City Counsel that
promises made should be promises kept.
Angela stated that Bull Creek had a positive balance sheet with lots of assets
and land. Bull Creek still had some cash flow issues. She would like a copy
of the USGA?s report from July 2005 to be aware of the existing difficulties
that Bull Creek faces daily if there were more budget cuts. If Bull Creek does
not ask for equipment and/or staffing, then the city assumes everything is
okay. She would like us to ?plant seeds? so the counsel knows what the future
may bring. Bull Creek wants to be a pro-active player and be part of the
discussions that go on with its budgets in the future.
Superintendent Report by Steve Brown
The greens have been painted and the tees have been over seeded. Some of the
sand bunkers have been edged with the remainder to be done over within the next
few weeks. The edging of the cart paths continues. The creek at 3 East has
been dug out. The construction of a new range shed is under way at a cost of
$5,500. The city will be doing the wiring; the cement and shingles were
donated.
Mr. Paul Lowery has finished the D.O.C. Training Guard School. Mr. Calvin Hall
should begin his training in January 2006.
Steve Brown checked the price of yardage markers for the par 3?s. Granite
markers will cost approximately $20 each, $500 total. Mr. Milam is looking at
Boral Bricks to donate the markers.
Godwin Creek
Godwin Creek has $7,800 in the bank. They have just received word that the
First Tee will receive $5,000 grant from the Atlanta Falcons to fund after
school programs in 2006. The First Tee will be benefactor partner in the
Southeastern Amateur Championship at the Columbus Country Club. Mr. Milam will
speak with Nan Hopkins regarding the balance sheet that was presented.
Director of Golf
Oxbow Creek revenues and expenses are like the past five years. Revenue is
slightly higher in November because the course offers dollar days on Tuesdays
and Thursdays. The practice sand bunker has been expanded. The bridge is now
secured. The Health Department reported that Oxbow Creek is required to have a
triple sink and a warmer before any further cooking is done.
Bull Creek?s revenues are slightly higher than compared to that of October
2004. We have given back some of the profits in November since the weather has
turned cooler and football fans prefer to watch the games than play golf.
Nancy Wilkeson asked the Chairman if the Bull Creek Golf Association needed to
be incorporated. Since the association will not be doing any fund raising, it
would not be necessary to incorporate.
Chairman, Richard Hagler adjourned the meeting at 4:59 p.m.
