MINUTES # 08-08
The Columbus, Georgia, Board of Tax Assessors met Monday, March 3, 2008 at
9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor
Richard Stallings, Assessor Ann Grantham and Pat Hunter present. Also present
was Chief Appraiser Betty Middleton.
Assessor Pat Hunter made the motion to approve Min#07-08; Assessor Ann Grantham
seconded the motion; motion carried unanimously.
The Board reviewed and approved a VA letter of application for VA homestead
exemption for 2008 for Parcel ID 185 038 006 30. Taxpayers were forced to
relocate since the City of Columbus Georgia acquired their property for
right-of-way. Assessor Ann Grantham made the motion to grant the VA exemption
for 2008; Assessor Pat Hunter seconded the motion, motion carried.
The Board reviewed a corrected deed of gift for Parcel ID 092 008 031, which
reflected the date of transfer as December 15, 2007. Assessor Lawton Grantham
made a motion to request the Tax Commissioner?s Office to honor the application
for homestead exemption for 2008; motion seconded by Assessor Pat Hunter;
motion carried.
Met with Mrs. Sheftall and Mrs. Pardin representing Chattahoochee Valley
Episcopal Ministry, Inc. requesting non-taxability for property located at 1120
Lockwood Ave (Parcel ID 184 017 008). Mrs. Pardin stated the property was
purchased December 14, 2007 to be used as their headquarters. She said they
are associated with the Episcopal diocese and offer help to the needy
throughout the community. She also stated they are a convention mission agency
of the Episcopal Church. She furnished the Articles of Incorporation and a copy
of the 501(c)3 form. Assessor Richard Stallings made a motion to grant the
request for non-taxability in accordance with 48-5-41(2.1)(B); Assessor Pat
Hunter seconded the motion; motion carried.
Met with Mr. Alexander and Mrs. Kennedy regarding a lot combination for
property owned by the Springer Opera House Arts Assoc. The Springer Opera House
Arts Assoc. has replatted several lots including the lot where the State
Theatre is located in anticipation of building an addition to the facility for
teaching and educating the artists of tomorrow. The Board asked Mr. Alexander
and Mrs. Kennedy to furnish the 501(c)3 form and the Articles of Incorporation
for the Board?s review.

Met with Mr. Strickland representing Teen Challenge of Florida Inc. requesting
non-taxability for property located at 15 West 10th Street (Parcel ID 004 018
025). Mr. Strickland, the CFO for Teen Challenge of Florida, Inc., stated they
purchased the building to relocate their corporate offices
here. He said they previously rented the building. Mr. Strickland furnished a
copy of the Articles of Incorporation, a copy of the 501 (c)3 and financial
reports for two years. Assessor Lawton Grantham made a motion to grant tax
exempt status for 2008; Assessor Pat Hunter seconded the motion, motion carried.
Met with Commercial Division Manager Linda King, reviewed and approved the

Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
Assessment Corrections: 3(-)
Appeal: 1(-)
Freeport Applications: 1(Approved)
The Board reviewed the write-up for an appointment scheduled for March 10,
2008. After discussion concerning the type of business and the assessed
mandatory valuation; Assessor Richard Stallings made the motion to reduce the
value to $7,400; Assessor Pat Hunter seconded the motion; motion carried.
Assessor Pat Hunter made a motion to cancel the Board of Tax Assessors? regular
meeting for March 10, 2008 based on educational requirements for four of the
Board members; Assessor Lawton Grantham seconded the motion, motion carried.
