SUBJECT: Firehouse Subs Public Safety Foundation Grant



INITIATED BY: Columbus Fire and EMS Department





Recommendation: Approval is requested to accept a grant in the amount of

$13,762.73 or as otherwise awarded from Firehouse Subs Public Safety Foundation

to purchase a BullEx Fire Extinguisher Training System and amend the

Multi-Governmental Fund by the amount awarded.

Background: Funds have been allocated to the Firehouse Subs Public Safety

Foundation for the purchase of the BullEx Fire Extinguisher Training Program to

be utilized by Columbus Fire and Emergency Medical Services. The Fire

Prevention Division will use the equipment to train citizens of Columbus on how

to properly/safely use a fire extinguisher. The BullEx Program is

environmentally safe; past extinguisher training called for the use of class A

materials and an accelerant to produce fire for extinguishment. The BullEx

Program uses advanced laser technology to simulate the discharge of a fire

extinguisher for a completely clean, safe and cost effective training

experience. Fire extinguisher training can now be conducted indoors as well as

outdoors; allowing for a greater number of citizens to be trained. Citizens

can now be trained in schools, workplaces, or anywhere emergencies may occur.

The training system collects data allowing for immediate trainee feedback to

ensure fire extinguisher proficiency.

Analysis: Firehouse Subs is providing the funds for the BullEx system and will

send the department the funds for purchase.



Financial Considerations: This grant is for equipment amounting to $13,762.73,

with no matching funds required.



Legal Considerations: The Columbus Consolidated Government is eligible to

receive these funds.



Recommendation/Action: Approval is requested to accept a grant for equipment

totaling $13,762.73 from the Firehouse Subs Public Safety Foundation.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT FOR

EQUIPMENT IN THE AMOUNT OF $13,762.73 OR AS OTHERWISE AWARDED, FROM THE

FIREHOUSE SUBS PUBLIC SAFETY FOUNDATION, AND TO AMEND THE MULTI-GOVERNMENTAL

FUND BY THE AMOUNT AWARDED. THE BULLEX FIRE EXTINGUISHER TRAINING SYSTEM WILL

BE UTILIZED BY COLUMBUS FIRE AND EMERGENCY MEDICAL SERVICES TO TRAIN CITIZENS

OF COLUMBUS HOW TO PROPERLY/SAFELY USE A FIRE EXTINGUISHER. THE BULLEX FIRE

EXTINGUISHER TRAINING SYSTEM USES ADVANCED LASER TECHNOLOGY TO SIMULATE THE

DISCHARGE OF A FIRE EXTINGUISHER FOR A COMPLETELY CLEAN, SAFE AND COST

EFFECTIVE TRAINING EXPERIENCE. FIRE EXTINGUISHER TRAINING CAN BE CONDUCTED

INDOORS AS WELL AS OUTDOORS; ALLOWING FOR A GREATER NUMBER OF CITIZENS TO BE

TRAINED. CITIZENS CAN NOW BE TRAINED IN SCHOOLS, WORKPLACES, OR ANYWHERE

EMERGENCIES MAY OCCUR. DATA COLLECTION DURING TRAINING ALLOWS FOR IMMEDIATE

TRAINEE FEEDBACK, ENSURING FIRE EXTINGUISHER PROFICIENCY.



WHEREAS, the Columbus Fire and Emergency Medical Services has been

approved by the Firehouse Subs Public Safety Foundation to fund the BullEx Fire

Extinguisher Training Program equipment; and,



WHEREAS, the equipment requested in the grant proposal will greatly

enhance the fire prevention division?s efforts in fire extinguisher training;

and,



WHEREAS, the funds have been allocated through the Firehouse Subs

Public Safety Foundation; and,



WHEREAS, the equipment will be utilized to train citizens how to

properly/safely operate a fire extinguisher; and,



WHEREAS, this grant proposal requires no matching funds.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:





That the City Manager is hereby authorized to accept a Firehouse Subs

Public Safety Foundation Grant for equipment totaling $13,762.73, or as

otherwise awarded, with no local match requirements, and to amend the

Multi-Governmental Fund by the amount of the award.
