I. UPDATED MEMORANDUM OF UNDERSTANDING-TRANSPORTATION ENHANCEMENT GRANT FOR

FORT BENNING ROAD:



Approval is requested to enter into an updated Memorandum of Understanding

(MOU) between the city and the Georgia Department of Transportation (GDOT) for

the Fort Benning Road Transportation Enhancement (TE) project. The original

agreed completion date of 2014 has expired and an updated agreement is needed

to extend this time until June 2019 with funding to still remain $500,000 with

a 20% match from the city.





II. UTILITIES RELOCATION FOR FOLLOW ME TRAIL - COLUMBUS WATER WORKS:



Approval is requested to enter into an agreement with the Columbus Water Works

for the relocation of their utilities near the proposed bridge on Victory Drive

for the Follow Me Trail, at a cost not to exceed $81,000. Funding is available

under the South Lumpkin Multi-Use Facility project, which is part of the

Transportation Investment Act program.





III. SHIRLEY WINSTON PARK CELL TOWER LEASE RENEWAL:



Approval is requested to execute a five (5) year property lease renewal with

Tower Development Corporation for the purpose of leasing space at the entrance

of Shirley Winston Park to operate and maintain an existing telecommunications

tower. The lease renewal amount will increase this term by 15% to $6,900 per

year which is received in quarterly payments.





IV. 8889 RIVER ROAD CELL TOWER LEASE RENEWAL:



Approval is requested to execute a five (5) year property lease renewal with

T-Mobile USA for $32,850.90 per year for the purpose of leasing space at 8889

River Road to operate and maintain an existing telecommunications tower.

V. LEASE AGREEMENT - COLUMBUS SPORTS COUNCIL:



Approval is requested to enter into a new Lease Agreement for $1 per year for

five additional years with the Columbus Sports Council for use of office space

at Golden Park. The Columbus Sports Council will be responsible for the

upkeep of the interior of the building to include the payment of the cable,

internet, telephone, and alarm costs, as well as the cleaning of the building

for the duration of the lease.





VI. LEASE AGREEMENT - 4505 BUENA VISTA ROAD:



Approval is requested to sign a lease renewal with Columbus Bank and

Trust (CB&T) for the police precinct located at 4505 Buena Vista Road for $1

per year for a period of five (5) years. The funds will be paid out of the

general fund budget.





VII. PROPERTY DISPOSITION ? VACANT PROPERTY AT 3645 ST. MARYS ROAD:



Approval is requested to declare vacant property at 3645 St. Marys Road, as

surplus and authorize the sale of .27 acres +/- in Columbus, Muscogee County,

Georgia. The property will be sold at Fair Market Value and the city has no

current or future use or plans for said property.





VIII. STREET ACCEPTANCE - THAT PORTION OF PINE RIDGE DRIVE LOCATED IN

SECTION SEVEN, TURTLE CREEK:



Approval is requested for the acceptance of a deed to that portion of Pine

Ridge Drive located in Section Seven, Turtle Creek. The street has been

improved and meets the specifications for acceptance by the City. No city

funds are involved until maintenance is assumed after the two year warranty.





IX. 2016 NATIONAL CRIME VICTIMS' RIGHTS WEEK COMMUNITY AWARENESS

PROJECTS FUNDING OPPORTUNITY:



Approval is requested to authorize the District Attorney's Victim-Witness

Assistance Program to accept a grant for $5,000 from the National Association

of VOCA Assistance Administrators, in cooperation with the Office for Victims

of Crime. At least 60 communities throughout the nation will be awarded up to

$5,000 each in reimbursement for approved NCVRW public awareness activities

through the NCVRW Community Awareness Project. If approved, the local

Victim-Witness Assistance Program will utilize the funds to hold specific

events aimed at reaching the public to raise awareness of services for victims

while also bringing attention to general information of NCVRW. It is

recommended that the Multi-Governmental Fund be amended by the amount of the

award, if approved.





X. 2016 HISTORIC PRESERVATION FUND CLG SURVEY & PLANNING GRANT:



Approval is requested to apply for and accept, if awarded, a State Historic

Preservation grant for funds up to $20,000 and amend the Multi-Governmental

Fund by the amount of the award for the purpose of updating the City's Uptown

Facade Board Design Guidelines.

Scope of RFP

Columbus Consolidated Government (the City) is soliciting proposals from

qualified firms to act as the City?s Landfill Gas Development Partner (LGDP).

The successful LGDP will develop a Landfill Gas to Beneficial Use (LFGE)

Project at the Pine Grove Municipal Solid Waste (MSW) Landfill and the closed

Schatulga Road MSW Landfill that provides financial and other benefits to the

City.
