SUBJECT: Quit Claim Deeds along Ft. Benning Road Enhancement
Project

Recommendation: Approval is requested to execute 15 ft. of City property to
eleven various property owners of the Cliatt Shopping Center on Ft. Benning
Road Enhancement City Project (from Shelby Street to Cusseta Road) to resolve a
parking issue.
Background: The City is in the process of acquiring needed Right of Way and
easements for said City Project. In the process of negotiating with the Cliatt
Shopping Center. It was best determined to reverse the parking (see attached).
To that, the City will have to Quit Claim 15 ft of City property that runs in
front of the mentioned property and make it one way in and one way out and
angle parking spaces to allow room to back out. Parking diagonally does not
give enough room after Header Curb and Multi-Trail sidewalk is in place.
Analysis: This Quit Claim Deed is needed to accommodate parking for the Cliatt
Shopping Center.
Financial Considerations: Attorney fees for the Quit Claim Deeds will be paid
from the funds allocated for the project (0559-800-2160 82058-20100).
Projected Annual Fiscal Impact Statement: Taking this approach would save all
the businesses thereby continuing the Tax Digest.
Legal Considerations: Council must approve this action by Resolution.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO QUIT CLAIM 15 FT. OF CITY PROPERTY
TO ELEVEN (11) VARIOUS PROPERTY OWNERS OF CLIATT SHOPPING CENTER ON THE FT.
BENNING ENHANCEMENT CITY PROJECT (SHELBY STREET TO CUSSETA ROAD) TO RESOLVE A
PARKING ISSUE.
WHEREAS, the City is acquiring needed Right of Way and Easements for said
project. In the process of satisfying the needs of the Cliatt Shopping
Center, it was best determined to reverse the parking. To that, the City will
have to Quit Claim 15 ft. of City property that runs in front of the mentioned
property and making it One way in and One way out and angle parking spaces to
allow room to back out; and,
WHEREAS, this Quit Claim is needed to accommodate parking for the Cliatt
Shopping Center; and,
WHEREAS, taking this action will save the Businesses thereby continued the Tax
Revenue.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute Quit Claims 15 ft. of
City property to eleven (11) various owners of the Cliatt Shopping Center on
the Ft. Benning Road Enhancement Project (from Shelby Street to Cusseta Road)
to resolve a parking issue.
