SUBJECT: Gateway/Supplemental Resurfacing Project



INITIATED BY: Felton G. Grant, Highway Coordinator, Transportation Planning

Department







Recommendation: Approval is requested to execute a "Certificate of Ownership

and Agreement" with the Georgia Department of Transportation (DOT) for a

Gateway at Intersection 1 of I-185 (Victory Drive/I-185) for approximately $1,

500,000 and Supplemental Resurfacing Project for approximately $250,000.



Background: The Georgia Department of Transportation is submitting to the city

of Columbus, Georgia the opportunity to accept a Gateway Project at

Intersection 1 of I-185 and Supplemental Resurfacing Project in advance of the

required documents to be endorsed by city officials. We have submitted a list

of 16 streets to the DOT (attached) that came from the Pavement Management

Program.



Analysis: The City is normally responsible for doing the following:

1) Doing advance patch work

2) Raising manhole covers and other street fixtures

3) Clearing ditches and drainage structures

4) Leveling of shoulders



Financial Considerations: The DOT has tentatively pledged approximately

$1,500,000 to the Gateway Project. This will not require a match from the

City. The City may incur a 20% match for the resurfacing project depending

upon the number of streets receiving final approval. The items listed under

Analysis (above) may have to be paid by the

city.



Legal Considerations: The City Attorney agrees with this tentative request.



Recommendations/ Actions: Approve a resolution authorizing execution of a

"Certificate of Ownership and Agreement" with the Georgia Department of

Transportation for a Gateway Project at Intersection 1 of I-185 and

Supplemental Resurfacing Project for 16 streets.

A RESOLUTION AUTHORIZING THE EXECUTION OF A CERTIFICATE OF OWNERSHIP

AND AGREEMENT WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION (DOT) FOR A GATEWAY

AT INTERSECTION 1 OF I-185 (VICTORY DRIVE/I-185) FOR APPROXIMATELY $1,500,000

AND SUPPLEMENTAL RESURFACING PROJECT FOR APPROXIMATELY $250,000.

WHEREAS, the Georgia Department of Transportation has offered the city

of Columbus, Georgia the opportunity to accept a Gateway at Intersection 1 of

I-185 and Supplemental Resurfacing Project in advance of the required documents

to be endorsed by city officials, and,

WHEREAS, the City has submitted a list of 16 streets; and,

WHEREAS, the DOT has pledged approximately $1,500,000 toward the

Gateway Project and approximately $250,000 for the Supplemental Resurfacing

Project, and,

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY

RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute a Certificate of

Ownership and Agreement with the Georgia Department of Transportation (DOT) for

a Gateway Project for approximately $1,500,000 at Intersection 1 of I-185 and

approximately $250,000 Supplemental Resurfacing Project for 16 streets.
