SUBJECT: Sale of Property ? 2067 Commerce Street



INITIATED BY: Department of Community Reinvestment





Recommendation: Approval is requested to execute a Quit Claim Deed to sell

0.42 +/- acres of property located at 2067 Commerce Street a/k/a Tax Map 063

043 002 (Fire Station No. 10) to the adjacent property owner(s), (see attached

map), in Columbus, Muscogee County, Georgia.



Background: The property has been in the possession of the City since 1957.

The adjacent property owner on Commerce Street has proposed to purchase the

(0.42 +/- acre) Fire Station No.10 property from the City. The Fire Station

is a 51-year old +/-, 2-story building with a 966 +/- sq. ft. garage inside the

building. Resolution No. 451-05 declared the property as surplus to allow the

City to sell said property. The appraisal value was reduced in valve due to

the property and building being vandalized and general deterioration. On April

2008 the property was placed out for bid. Bidding was scheduled for May 2008,

but no bids were received.



Analysis: Fire Station No.10 is a 51-year old +/-; 2-story building is not

needed for City purposes. Resolution No. 451-05 declared the property surplus

to allow the City to sell said property.



Financial Considerations: The appraised value of the property is $91,000 dated

August 27, 2008. Since the 2008 appraisal the property has continued to

deteriorate. The adjacent property owner has agreed to pay the City $80,000.



Legal Considerations: Council must approve the execution of a Quit Claim Deed.

The transfer of the property will be subject to reservation of all existing

utility easements of record, known and unknown.



Recommendations/ Actions: Approve the attached Resolution and authorize the

City Manager to execute a Quit Claim Deed f or the above-identified property as

shown on plat dated December 10, 1957 called Exhibit ?A? (copy attached).

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A QUIT CLAIM DEED FOR 2067

COMMERCE STREET A/K/A TAX MAP 063 043 002 TO THE ADJACENT PROPERTY OWNER IN

COLUMBUS, MUSCOGEE COUNTY, GEORGIA.



WHEREAS, Resolution No. 451-05 declared the property as surplus and was placed

on the surplus property list; and,



WHEREAS, the property was put out for bid April 2008, and at the time of

bidding on May 2008, no bidders were present; and,



WHEREAS, the adjacent property owner has assembled property to allow the

expansion of his business on Commerce Street and has agreed to pay the City

$80,000 for the property; and,



WHEREAS, the City has no future use or plans for the property, it is therefore

in the best interest of the Consolidated Government of Columbus, Georgia to

execute a Quit Claim Deed to the adjacent property owner for 2067 Commerce

Street.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to execute a Quit Claim Deed

for 2067 Commerce Street a/k/a Tax Map 063 043 002 to the adjacent property

owner, for the agreed price of $80,000. The transfer will be subject to

reservation of all existing utility easements of record, known and unknown,

with a copy of the Quit Claim Deed filed with the Clerk of Superior court for

permanent record. Resolution No. 451-05 declared the property as surplus and

was placed on the surplus property list.
