SUBJECT: Roadside Enhancement and Beautification Grant
INITIATED BY: Planning Department
Recommendation: Approve the resolution authorizing the submission of the
application for the Roadside Enhancement and Beautification Grant (REBC).
Background: REBC is a roadside enhancement and beautification program
through the Georgia Department of Transportation (GDOT). The program provides
funds for landscape plant materials and for its installation along state routes
in Georgia. The intersection at 2nd Avenue and 18th Street has been identified
as the site to utilize these funds to create an inviting entry into the section
of the community.
Analysis: Utilization of these funds will provide the city an opportunity to
help enhance a key intersection along 2nd Avenue.
Financial Considerations: The maximum amount that can be awarded under the
grant is $50,000. The proposed budget is $32,656.50 for landscaping
materials. An additional $36,046 is projected for road removal, a new sign,
and guardrail to be paid from private sources, and is not part of this grant
request. There is no requirement for a local match.
Projected Annual Fiscal Impact Statement: The City would be responsible for
the maintenance of this site, which has been estimated at $8,420.
Legal Considerations: The City, if funded, will have to enter into an
agreement with GDOT for these funds.
Recommendations/ Actions: Approve the resolution authorizing the submission of
the application for the Roadside Enhancement and Beautification Grant (REBC).

A RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR FUNDING UNDER THE
GEORGIA DEPARTMENT OF TRANSPORTATION'S (GDOT) ROADSIDE ENHANCEMENT AND
BEAUTIFICATION COUNCIL (REBC) GRANT PROGRAM.
WHEREAS, the Columbus Consolidated Government desires to beautify and improve a
right of way area by landscaping a section of the intersection at 2nd Avenue
and 18th Street; and,
WHEREAS, the Columbus Consolidation Government desires to authorize the
Planning Department to apply for an REBC Grant from GDOT, and if awarded, to
enter into a Mowing and Maintenance Agreement between the City and GDOT; and,
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the Planning Department is hereby authorized to apply for an REBC Grant in
the amount of $32,656.50 for the purpose of landscaping the northwest corner of
the 2nd Avenue and 18th Street intersection. Awarding of the grant shall
require entering into a Mowing and Maintenance Agreement with GDOT.
