MINUTES # 33-10
The Columbus, Georgia, Board of Tax Assessors met Monday, September 13, 2010 at
9:00AM with Chairman William Braxton, Assessor Lawton Grantham, Assessor Ann
Grantham, Assessor Pat Hunter and Assessor Derrick Shields present. Also
present was Chief Appraiser Betty J. Middleton.
Assessor Derrick Shields made the motion to approve Min#32-10. Assessor Lawton
Grantham seconded the motion. Motion carried unanimously.
The Board signed assessment corrections for real estate.
The Board revisited personal property account # 06697801 for tax year 2008 and
took no action.
Met with Mr. Witeman regarding his personal property account # 06903491 and
06903401. Mr. Witeman stated he only had one piece of equipment and the value
was not even close to the value placed on his account. Mr. Witeman did not
respond by filing a tax return or an appeal. After discussion Assessor Shields
made a motion to leave the values for tax years 2007 and 2008 and remove the
value for tax year 2009 as being erroneously assessed since the building was
demolished; Assessor Hunter seconded the motion; motion carried.
Mr. Jacobs had an appointment with the Board of Tax Assessors; however, did not
appear (Personal Property Account # 06596001)
Met with Mr. Neal regarding his personal property account # 06885401. Mr. Neal
stated the business went into bankruptcy in September 2006. He closed the
business license September 13, 2010. The Board requested Mr. Neal to provide
documentation regarding the bankruptcy and the consignment of merchandise to
the Chief Appraiser. Decision delayed for two weeks.
Met with Mr. and Mrs. Hall regarding personal property account # 06159401 and
06159491. Mr. and Mrs. Hall said they had a home based business making and
selling music, which they ceased in 2004 due to health reasons. After
discussion Assessor Shields made a motion to remove the value as being
erroneously assessed for 2003 for account # 06159491, leaving the $6,675 value
on 06159401 for 2003 forward; Assessor Hunter seconded the motion; motion
carried.

Met with Residential Division Manager Bob O?Brien and Residential Appraiser
Jeff Nelson, reviewed and approved the following:

Value Adjustments: 7
The Board, Res Div Mgr Bob O?Brien and Res Appr Jeff Nelson reviewed a
percentage value placed on a property and the correction of acreage values
placed on several parcels. The Board approved to adjust the values concerning
both issues. Also discussed with the Board adjustments to local values for two
parcels; the Board approved going back to first year when homestead was filed.
Met with Commercial Division Manager Linda King, reviewed and approved the
following:

The Board and Com Div Mgr Linda King discussed pending litigation. The Board
reviewed the requested documentation submitted by the Attorney for the YMCA;
however, made no decision.
Met with Personal Property Division Chief Oliver Juhan, reviewed and approved
the following:
