SUBJECT: Adult Felony Drug Court

Recommendation: Approval is requested to submit an application, and if

approved, accept $500,000 from the US Substance Abuse and Mental Health

Services Administration (SAMHSA) for the operation of the First Responder

Naloxone Program, from October 1, 2017 to September 30, 2021 and to amend the

Multi-governmental Fund by $500,000.00.



Background: Substance Abuse and Mental Health Services Administration has

provided funds to increase access to Naloxone to First Responders. The funds

are being provided through the Substance Abuse and Mental Health Services

Administration to be utilized to increase access to the overdose reversal drug

from 2017-2021. These funds will be used partner to local first responder

agencies to carry Naloxone in patrol and other first responder vehicles.

Additionally, this project will hold community trainings for the families of

addicts and provide life-saving kits to said families.



Analysis: The Muscogee County Adult Felony Drug Court is requesting a grant of

$125,000 annually for 4 years totaling $500,000.00 from SAMHSA to operate the

First Responder Naloxone Project for a period of 48 months.



Financial Considerations: The City is not required to provide a cash or In

Kind matching funds to participate in this grant program.



Projected Annual Fiscal Impact Statement: The Columbus Consolidated Government

will not be required to continue this program when the grant funds have been

expended.



Legal Considerations: The Columbus Consolidated Government is eligible to

apply for funds from the Substance Abuse and Mental Health Services

Administration.



Recommendations/ Actions: Approve a resolution authorizing the City Manager to

submit a grant application and if approved, accept funds from SAMHSA for the

operation of the First Responder Naloxone Project, from October 1, 2017 to

September 30, 2021 and to amend the Multi-governmental Fund by $125,000.00

annually for 4 years.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AND IF APPROVED, ACCEPT A

GRANT OF $500,000.00 FROM THE SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES

ADMINISTRATION TO FUND THE FIRST RESPONDER NALOXONE PROJECT FROM OCTOBER 1,

2017 THROUGH SEPTEMBER 30, 2021 AND TO AMEND THE MULTI-GOVERNMENTAL FUND BY THE

AWARD AMOUNT.

WHEREAS, funds have been made available from SAMHSA to the Columbus

Consolidated Government for a 48 month period beginning October 1, 2017 through

September 30, 2021; and,

WHEREAS, funds are being made available to provide support for the operation of

the First Responder Naloxone Project for FY17 ? FY21; and,

WHEREAS, funds have been made available from the Substance Abuse and Mental

Health Services Administration to increase access to Naloxone (overdose

reversal drug) to First Responders and communities throughout the United

States; and,

WHEREAS The City is not required to make any cash or in kind match

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit a grant application to the

US Department of Justice to fund First Responder Naloxone Project and if

awarded accept $500,000.00 to provide funding from October 1, 2017 to September

30, 2021.

Introduced at a regular meeting of the Council of Columbus, Georgia, held
