SUBJECT: Memorandum of Understanding with Midtown, Inc.,
17th Street Crosswalks
INITIATED BY: Donna W. Newman, Director of Engineering
Recommendation: Approval is requested to execute a Memorandum of
Understanding (MOU) with Midtown, Inc., to contribute in the expenses for the
installation of enhanced crosswalks located at the intersection at various
noted locations on 17th Street. The estimated cost of installation of the 9
crosswalks is $32,800 and Midtown, Inc., as agreed to contribute $15,000.
Background: Midtown, Inc,. has requested the City install brick-pattern
crosswalks be installed at the intersection of 17th Street and Cherokee Avenue,
the north and east crosswalks at the intersection of 17th Street and 18th
Avenue and the raised crosswalk at the mid-block between the two
intersections. They have also requested the installation of brick red
truncated dome detectable warning devices in the curb ramps.
Analysis: 17th Street was recently resurfaced and requires installation of
pavement markings for the crosswalks. The Engineering Department was
approached by Midtown, Inc., with an interest in installing a brick pattern in
the crosswalks at the noted locations. The Engineering Department has also
received requests from others regarding the enhancement of the pedestrian
crossings near Columbus High School. The conflict with an existing wall is the
reason crosswalks are not currently proposed on the south and west sides of the
18th Avenue intersection. There will be a total of 9 crosswalks containing
this marking.
Financial Considerations: Midtown, Inc. has offered to contribute $15,000
toward the installation of the crosswalks. The estimated cost of installation
of the 9 crosswalks is $ 32,800. Installation of a standard crosswalk at
these same locations would cost an estimated $7,200. All costs will come from
the LOST Resurfacing/Rehabilitation Account and/or the Department of
Engineering operating budget.
Projected Annual Fiscal Impact Statement: The City will resume normal
maintenance of the crosswalks.
Legal Considerations: All agreements involving expenditures of funds require
Council approval.
Recommendations/ Actions: Approval is requested to execute a Memorandum of
Understanding (MOU) with Midtown, Inc., for receipt of payment of a portion of
the expenses incurred in the installation of enhanced crosswalks located at the
intersection at various noted locations on 17th Street.

A RESOLUTION AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING BETWEEN
THE COLUMBUS CONSOLIDATED GOVERNMENT (CITY) AND MIDTOWN, INC., FOR RECEIPT OF A
$15,000 PAYMENT FOR A PORTION OF THE EXPENSES INCURRED IN THE INSTALLATION OF
ENHANCED CROSSWALKS AT THE INTERSECTION OF NOTED LOCATIONS ON 17TH STREET.
WHEREAS, Midtown, Inc., desires to have the crosswalks located at the
intersections of 17th Street and Cherokee Avenue, the north and east crosswalks
at 17th Street and 18th Avenue and the raised crosswalk between the two
intersections marked with a brick-stamped pattern crosswalk to include the
installation of truncated dome detectable warning devices in the brick red
color on the curb ramps; and,
WHEREAS, the Columbus Consolidated Government (City) desires to mark the
crosswalks at the location noted above due to the road being recently
resurfaced and to further enhance the visibility of the crosswalks in the area
used by the high pedestrian traffic; and,
WHEREAS, it is mutually beneficial to the City and the community to enhance
these crosswalks.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a Memorandum of
Understanding between the City and Midtown, Inc., for the receipt of a $15,000
payment for a portion of the expenses incurred in the installation of enhanced
crosswalks at the intersections of noted locations on 17th Street. Funds are
available in the LOST Resurfacing/Rehabilitation CIP Account and the Department
of Engineering Traffic Engineering General Fund Operating Budget.
