MINUTES # 05-07
The Columbus, Georgia, Board of Tax Assessors met Wednesday, January 31, 2007,
at 2:00PM with Chairman William Braxton, Assessors Lawton E. Grantham Jr.,
Richard Stallings, and Ann Grantham present. Also present was Chief Appraiser
Betty J. Middleton. Assessor Pat Hunter was absent.
Assessor Lawton Grantham made a motion to approve Minutes #04-07, Assessor Ann
Grantham seconded the motion, motion carried unanimously
The Board approved assessment corrections for real estate.
The Board also approved policies regarding Enterprise Zone Applications and
Real Estate/Personal Property Returns.
Met with Mrs. Hollis regarding her property located at 2310 North Andrews Cir
(Parcel ID 041 026 008). Mrs. Hollis stated that she did not owe any taxes on
the referenced property. She said there was a fire in 1999 at which time her
property was taken over by the Arson Department. Mrs. Wiggins with the Building
Inspection Division said they would not permit her to repair the property.
There was a building permit taken out in 2003, because the property was
condemned to be demolished. She said she was told it was moved out of town. She
furnished the Board with a sworn statement to the insurance company serving as
a fire report. She stated all correspondence regarding the property was carried
out between her insurance company and the above named departments; but copies
she furnished to the Board of Tax Assessors were addressed to her. She used an
AOL research document regarding Eminent Domain as to why she does not owe taxes
for 2003. The Board of Tax Assessors delayed a decision until reports are
verified by the Commercial Division Chief
Mrs. Harvey had an appointment with the Board of Tax Assessors, however, did
not appear. (Account # 06727701).
Met with Mr. Evans representing First Freewill Baptist Church requesting
non-taxability for property located at 937 53rd St (Parcel ID 182 017 014).
Mr. Evans said the church purchased the property for a playground for the
children. He said they were using the playground on January 1, 2007. Assessor
Ann Grantham made the motion to grant tax-exempt status for the property for
2007; Assessor Richard Stallings seconded the motion; motion carried.

Met with Mr. Turner regarding his personal property account # 06417701. Mr.
Turner stated he purchased a business license as B&S Lounge; but before he
could open the establishment, someone broke in and stole the contents of the
building. He said he did not make a police report. Mr. Turner did not respond
to the personal property tax return. He was mandatory assessed and was mailed
an Official Tax Notice, which was returned and re-mailed to the address of
record. The Board took no action.
Met with Residential Division Chief Bob O?Brien, reviewed and approved the
following:

Met with Commercial Division Chief Linda King, reviewed and approved the

Value Adjustment: 1
Met with Personal Property Division Chief Oliver Juhan, reviewed and approved
the following:
Assessment Corrections: 1(-)
Pers Prop Div Chief Oliver Juhan shared with the Board of Tax Assessors an
Email he had received from a tax representative regarding pending mediation. He
also discussed with the Board a potential problem with an Industrial
Development Bond.
