SUBJECT: Preliminary Engineering - Buena Vista Road (Spiderweb)
INITIATED BY: Planning Department
Recommendation: Approval is requested to enter into contractural
agreement with the Wolverton & Associates for preliminary engineering services
for the Transportation Investment Act (TIA) project "Intersections Improvements
Along Buena Vista Road" (Spiderweb).
Background: The "Intersections Improvements Along Buena Vista Road"
(Spiderweb) is a project that was approved by voters on July 31, 2012, under
the TIA referendum. The project is to improve traffic conditions in this area
known as the 'Spiderweb", which can be at times congested, and is subject to
the occasional blockage of traffic due to trains in the area. On August 20,
2014, Council approved an agreement with the Georgia Department of
Transportation to accept TIA funding for the preliminary engineering of this
project.
Analysis: This is the first step in the engineering process for
potential design of an underpass beneath the existing rail line. Upon
completion of this task, a final set of construction documents will have to be
prepared under a separate contract.
Financial Considerations: Funding for these engineering services will be 100
percent TIA funds. No local match will be required
Projected Annual Fiscal Impact Statement: Not applicable.
Legal Considerations: The City Attorney has reviewed this agreement and has
approved it as to form.
Recommendations/ Actions: Approve the resolution authorizing the City Manager
to enter into contractural agreement with the Wolverton & Associates for
preliminary engineering services for the Transportation Investment Act (TIA)
project "Intersections Improvements Along Buena Vista Road" (Spiderweb).

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH
WOLVERTON & ASSOCIATES FOR PRELIMINARY ENGINEERING SERVICES FOR THE
TRANSPORTATION INVESTMENT ACT (TIA) PROJECT INTERSECTION IMPROVEMENTS ALONG
BUENA VISTA ROAD (SPIDERWEB).
WHEREAS, the TIA project "Intersection Improvements Along Buena Vista Road"
(Spiderweb) was approved by voters on July 31, 2014 to provide necessary
transportation improvements to this section of roadway; and,
WHEREAS, preliminary engineering services are required to determine the overall
scope and need of this project.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into an agreement
with Wolverton & Associates for preliminary engineering services. Such
services will be funded solely through the TIA program and will not require a
local match.
