SUBJECT: Quit Claim Deed - Ivy Avenue
INITIATED BY: Felton G. Grant, Right of Way Acquisition Coordinator
Recommendation: Approval is requested to execute a Quit Claim Deed for Ivy
Avenue to Ms. Suzanne H. Corley, 1057-1059 Talbotton Road, this property was
declared surplus on March 26, 2013 Ord # 13-15.
Background: This business has a very small front parking lot and with
the Georgia Department of Transportation of purchasing property for the
Talbotton Road and Warm Springs Road widening project, this will impact the
business to a point of putting them out of business. With portion of Ivy
Avenue going beside Ms. Corley's business gives her an opportunity to allow
parking to be moved in back of her business and create several parking
spaces. This would save the business and keep them on the Tax Digest.
Analysis: By City Code, all surrounding interested parties have to agree to
show no interest. That was done (by letter) from the Housing Authority. Ms.
Corley has requested (by letter) an interest in Ivy Avenue, to provide a
driveway to the back of her business making it accessible to provide new
parking.
Financial Considerations: Quit Claiming said property would allow Ms. Corley
to continue paying to Tax Digest verses her going out of business and we all
lose.
Projected Annual Fiscal Impact Statement: There will be no cost to the City.
Legal Considerations: The Council must approve the action by resolution.
Recommendations/ Actions: Approval is requested to execute a Quit Claim Deed of
an unimproved segment of Ivy Avenue, that has been declared surplus, to Ms.
Suzanne H. Corley at 1057-1059 Talbotton Road.

A RESOLUTION AUTHORIZING TO EXECUTE A QUIT CLAIM DEED OF IVY AVENUE, THAT WAS
DECLARED SURPLUS BY CITY ORDINANCE # 13-15 ON MARCH 26, 2013, TO MS. SUZANNE H.
CORLEY LOCATED AT 1057-1059 TALBOTTON ROAD.
WHEREAS, the business located at 1057-1059 Talbotton Road is owned by Ms.
Suzanne H. Corley that has a very small front parking lot; and,
WHEREAS, with the Georgia Department Transportation in the process of acquiring
property for the Talbotton/Warm Springs Road widening project, will impact this
business to a point of putting them out of business; and,
WHEREAS, with the portion of Ivy Avenue, that has been declared surplus, going
beside the business provides access to an area that would provide space for
several parking spaces behind the building. This would save the business and
keep them on the Tax Digest; and.
WHEREAS, by City Code, all surrounding interested parties have to agree to
show no interest, that was done (by letter) from the Housing Authority and Ms.
Corley has requested (by letter) an interest in Ivy Avenue, to continue her
business.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a Quit Claim Deed
of Ivy Avenue, that was declared surplus by City Ordinance #13-15 on March 26,
2013, to Ms. Suzanne H. Corley located at 1057-1059 Talbotton Road.
