The Columbus, Georgia, Board of Tax Assessors met Monday, May 11, 2009 at

9:00AM with Chairman William Braxton, Assessor Richard Stallings, Assessor

Lawton Grantham, Assessor Ann Grantham and Assessor Pat Hunter present. Also

present was Chief Appraiser Betty J. Middleton.



Assessor Pat Hunter made the motion to approve Min#17-09. Assessor Ann Grantham

seconded the motion. Motion carried unanimously.



The Board approved assessment corrections for real estate.



The Board also approved a request for non-taxability for PID 096 007 059 for

2009.



Met with Mrs. Moore, Mr. Buehler and Mr. Morton representing the Housing

Authority regarding Baker Village Phase I/Arbor Point, which is a private

public partnership. The discussion held related to what part would be taxable

and what part would be subject to the pilots. The Board delayed the decision

until advice is received from the City Attorney.



Met with Ms. Watson regarding the removal of homestead exemption for property

located at 3824 Arrel Drive (PID 082 027 010). Ms. Watson stated she moved out

of the house in August 2008, when she began her unpaid internship for her

master?s degree. She allowed someone to rent her house to cover the mortgage

payments. She said she moved back into the house in March 2009. After

discussion the Board made no change.



Met with Mr. Riddle, Community Reinvestment Director, regarding the Enterprise

Zone. Mr. Riddle explained to the Board that he and Deputy City Manager David

Arrington had been approached by the owner of PID 024 004 001 requesting

Enterprise Zone abatement for an expansion done earlier and enter into the

abatement at the current percentage instead of the full 10 years. Requesting

the taxpayer to furnish expenditures for the retro-fitting etc. Resolution

would be done in accordance with stipulating the year the abatements to begin.

Assessor Lawton Grantham made a motion to allow owner of PID 024 004 001 to

enter into the Enterprise Zone abatement at year 6 instead of the year the

improvements were made. Assessor Ann Grantham seconded the motion; motion

carried.

Assessor Pat Hunter made the motion to grant tax exempt status for PID 049 007

001; seconded by Assessor Richard Stallings; motion carried.



Chief Appraiser Betty Middleton presented a letter from a taxpayer addressing

the removal of homestead exemption. The Board reviewed the letter and the

attached document; however, made no change.



Met with Residential Division Manager Bob O?Brien, reviewed and approved the

following:

Met with Personal Property Division Manager Oliver Juhan, reviewed and approved

the following:



Assessment Corrections: 2(-)

Pers Prop Div Mgr Oliver Juhan discussed with the Board an email received

several days before the deadline of filing personal property tax returns;

however, it was not signed. He said the signed personal property return was

received April 3, 2009. A decision was delayed until next meeting.
