I. CHATTAHOOCHEE RIVER PARK ASSIGNMENT OF LEASE AGREEMENT:
Authorization is requested for the execution of an Assignment of Lease
Agreement with Uptown Columbus, Inc., for management of the Chattahoochee River
Park to Uptown Whitewater Management, LLC. An agenda report, revitalization

II. HOUSING AUTHORITY OF COLUMBUS REDEVELOPMENT OF BOOKER T. WASHINGTON:
Authorization is requested to enter into a Memorandum of Agreement with
the Housing Authority for the redevelopment of Booker T. Washington Apartment
Revitalization plan dated April 2013. An agenda report, revitalization plan,

III. CHOICE NEIGHBORHOODS PLANNING GRANT:
Authorization is requested to submit an application and, if approved,
accept the 2013 Choice Neighborhoods Planning Grant from the U.S. Department
of Housing and Urban Development and authorize to enter into an agreement with
Columbus Housing Authority to be a co-applicant and partner in the
implementation of the grant. Choice Neighborhoods is a highly competitive
grant that awards up to $500,000 to eligible applicants to produce a
"Transformation Plan" for blighted neighborhood. Historic Columbus has
committed to the $10,000 match to assist in leveraging the grant. An agenda

IV. ANNUAL ACTION PLAN - FY 2014:
Authorization is requested to approve a resolution authorizing filing
of the FY 2014 Annual Action Plan and applications requesting Entitlement
funding from the Community Development Block Grant (CDBG) and HOME Investment

V. STREET ACCEPTANCE -- MIDTOWN DRIVE - CITY SERVICES CENTER COMPLEX:
Authorization is requested for the acceptance of deeds to portions of Midtown
Drive and parcel for designating as a perpetual driveway to serve Muscogee
County School District Administrative Building, Library and the City Services

VI. PROPERTY ACQUISITION - MCKEE ROAD:
Authorization is requested to purchase a strip of property off McKee
Road adjacent to the City's radio tower for $10,000 from Columbus Bank & Trust
for ownership access to the tower. An agenda report and resolution are

VII. CRIMINAL JUSTICE COORDINATING COUNCIL - ADULT FELONY DRUG COURT GRANT:
Authorization is requested to submit an application and if approved,
accept $368,535 from the Criminal Justice Coordinating Council for operation of
Muscogee County Adult Felony Drug Court from July 1, 2013 to June 30, 2014.
The local match will be handle through in-kind service. An agenda report and

VIII. GEORGIA EMERGENCY MANAGEMENT - 2011 HOMELAND SECURITY GRANT:
Authorization is requested to accept a 2011 State Homeland Security
Grant for terrorism prevention and protection for $25,000 for the Police
Department. This grant is administered by the Georgia Emergency Management
Agency with no local match. An agenda report, agreement and resolution are

IX. ADDON: DOT - MEMORANDUM OF UNDERSTANDING AGREEMENT:
Authorization is requested to execute a Memorandum of Understanding
with the Georgia Department of Transportation to allow the City to bid and
build a Quick Response project funded by the Department. The project will
construct a travel lane along the eastbound off ramp to Veterans Parkway in the

Scope of Bid
The Columbus Consolidated Government is seeking a vendor to refurbish refuse
trucks. The City will refurbish refuse trucks on a case-by-case basis, as
needed. Manufacturer/Make/Model of first vehicle to be refurbished is: VMO
6976, Refuse Truck (VIN 1NPZL50X64D715297), 2004 Peterbilt Refuse Truck, Rear
Loader, Body Type: Leach 2RII. Bidder may contact Fleet Management at
706-653-4170 to arrange to view the vehicle to be refurbished. The vehicle will
be used by the Waste Management Fleet to collect household waste.

1. Inmate Food Service Management (Annual Contract) ? RFP No. 13-0032
Scope of RFP
Provide inmate food service management for Muscogee County Jail and Muscogee
County Prison. The contract term shall be for two years, with the option to
renew for three additional twelve-month periods. Contract renewal will be
contingent upon the City and the Contract.
2. Universal Recycling Containers (Annual Contract) ? RFP No. 13-0033
Scope of RFP
The Columbus Consolidated Government, otherwise known as ?CCG? or ?the
City?, is seeking proposals from vendors to provide containers as described in
these specifications for the City?s recycling program. The City wishes to
enter into a multi-year contract with a vendor to provide 96-gallon and
18-gallon universal containers for the City?s recycling program.

Scope of RFB
The Columbus Consolidated Government wishes to purchase three (3)
animal control trucks. The trucks will be used by staff of the Special
Enforcement Division, of the Public Works Department, to transport animals.
The Special Enforcement Division has three (3) animal control trucks utilizing
a Deerskin Manufacturing body. For continuity, the user department desires a
Deerskin Manufacturing body, or its equivalent for this bid
