 SUBJECT:   Approval of New Hires above Step C in Pay Grade    
 INITIATED BY:  Clerk of Superior Court        
 Recommendation: Approval is requested to approve the hiring of personnel hired    
 above Step C in pay grade for the Clerk of Superior Court?s Office effective    
 January 10, 2017.     
 Background: Due to the desired staffing within the Clerk of Superior Court?s    
 Office by the newly elected Clerk, approval is being requested to approve the    
 starting pay for certain positions within the office.   
 Analysis: The new hire of two Assistant Chief Deputy Clerk positions which are    
 currently vacant will aid in the transition, effective and efficient operation    
 of the Clerk of Superior Court Office.  The changes are as follows:   
 Clerk of Superior Court ? Two (2) New Employees Hired Above Step - C   
 Job Titles:  Assistant Chief Deputy Clerk, Position #0106 and #0404   
 Requested Pay Grade/Salary: G18-J - $52,413.40   
 The Clerk of Superior Court has funding in its budget to support this request   
 Financial Considerations: The salary increases from these changes will be    
 budget neutral due to salary savings from the new Clerk?s position.   
 Legal Considerations: A resolution is required to approve starting pay for new    
 hires above step C in any pay grade.     
 Recommendations/Actions:  Approve a resolution to authorize the Clerk of    
 Superior Court to hire two employees above Step C in pay grade for the Clerk?s    
 Office at the request of the newly elected Clerk.

 WHEREAS, the continued recession and tight budget conditions of the    
 Consolidated Government have led to careful scrutiny of any hiring of employees    
 since FY14; and,       
 WHEREAS, this Council desires to allow efficient use of government resources in    
 approving any personnel which are not currently budgeted at entry level pay    
 grades; and,       
 WHEREAS, the Council must approve the hiring of any personnel hired above Step    
 C in any pay grade during FY14 or as long as the current City hiring freeze is    
 in effect.       
 NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:       
 That the City Manager and/or his designee are hereby authorized to hire the    
 following personnel in the stated position and pay level.           
 Clerk of Superior Court ? Two (2) New Employees Hired Above Step - C   
 Job Titles:  Assistant Chief Deputy Clerk, Position #0106 and #0404   
 Requested Pay Grade/Salary: G18-J - $52,413.40   
 The Clerk of Superior Court has funding in its budget to support this request           
 Introduced at a regular meeting of the Council of Columbus, Georgia, held the    
 10th day of January, 2017 and adopted at said meeting by the affirmative vote
