MINUTES OF THE MEETING
OF
THE ANIMAL CONTROL ADVISORY BOARD
The ANIMAL CONTROL ADVISORY BOARD met TUESDAY, January 31, 2012, at 2:30 P.M.
at the Animal Care & Control Center.

CALL TO ORDER
Kathy McCarley welcomed Terrence Gumbert, Board Member, and had the board
members to introduce themselves.
Kathy McCarley presented the minutes of the last meeting; Dr. Carol Houston
moved they be approved as written; Tom Bryan seconded; approval was unanimous.
Kathy McCarley called for the ?Potentially Dangerous Dog Hearing? for Clifford
Christian.
The board reviewed the reports of the 1st & 2nd bite.
Clifford Christian told the board of the incident with his dog and his
mother-in-law. He informed the board of her health condition and that his
mother-in-law had acting aggressive toward his dog ?Boogie Bear? and how she
would on purpose aggravate the dog. He stated they were trying to keep the dog
away from her.
Clifford Christian told the board they secured the dog with a fence with double
gates to make sure this never happens again.
Kathy McCarley asked Mr. Christian about another incident with the dog that was
not reported. Mr. Christian did not seem to recall that incident.
Kathy McCarley asked Mr. Christian to step outside while the board discussed
his case and makes a decision.
Officer Gerald Stewart informed the board the conduct, very aggressive, of the
dog during quarantine at the Animal Control Center.
The board discussed the incident; Tom Bryan moved to uphold the classification
of ?Potentially Dangerous?; Pat Biegler seconded; approval was unanimous.
Kathy McCarley informed Mr. Christian of the board?s decision to classify
Boogie Bear as ?Potentially Dangerous? and instructed him how to register his
dog.
Kathy McCarley introduced Anna Ware, Holland M. Ware Foundation, to the board.
Anna Ware informed the board that the Holland M. Ware Foundation is about the
warfare of animals. She told the board they opposed the training of the
elephants for circus?s. She gave out literature of USDA fines on circus?s for
the care of the animals and Dog fighting information.
Anna Ware asked the board to have independent inspections of the Circus?s. She
stated the foundation would supply a list of inspectors to accompany our
officers at no charge to the city.
Drale Short stated that she could not authorize an inspector, but would accept
training for our Animal Control Officers.
The board discussed with Ms. Ware the inspections and what services would be
needed from our animal control.
Anna Ware thanked the board for their time.
The board discussed the spay/neutered ordinance giving our officers the right
to enforce spay/neutered law. The process for enforcement will be 1st Adoption
Application; 2nd Reminder post card ? 30 day; 3rd Citation issued by mail.
Tom Bryan asked the board to come up with a system to be sure all animals are
spayed/neutered before they leave the facility.
Drale Short stated that the Veterinarian Association would need to be involved.
The board discussed the dedication ceremony re-naming the Animal Care & Control
Center to the Frances K. Steed Animal Center. A date of February 24, 2012 were
given to the board members for the ceremony.
Kathy McCarley adjourned the meeting at 4:20 PM.
