I. PROPERTY ACQUISITION - 3551 VICTORY DRIVE, WOODSIDE APARTMENTS:



Authorization is requested to purchase 5.6 acres of property located at 3551

Victory Drive, Woodside Apartments, from Alphine Apartment Project, LLC, in the

amount of $1,635,000 and to further authorize the conveyance of said property

to the Development Authority of Columbus for economic development purposes. An

II. SIDEWALK VARIANCE FOR 8365 WHITESVILLE ROAD:



Authorization is requested of a variance to City Code Section 7.10.1 for the

construction of sidewalks to allow installation of sidewalks for the 8365

Whitesville Road development to be postponed until the development of adjacent

parcels or for a period not to exceed two years, whichever occurs first. An

III. DEPARTMENT OF ENERGY PROPANE CORRIDOR DEVELOPMENT GRANT PROGRAM:



Authorization is requested to submit an application, and if approved, accept a

grant for $15,675 from Virginia Clean Cities/James Madison University from the

Department of Energy Propane Corridor Development Grant Program via the

American Recovery and Reinvestment Act of 2009 for vehicle propane conversion

for 11 additional Muscogee County Sheriff?s Office vehicles. An agenda report

IV. FEDERAL TRANSIT ADMINISTRATION SUSTAINABILITY PROGRAM FUNDS (TIGGER III &

CLEAN FUELS/BUS AND BUS FACILITIES DISCRETIONARY GRANT PROGRAM):



Authorization is requested to submit an application, and if approved, accept a

grant for $2,020,860 with a $343,546 match from the Federal Transit

Administration for Sustainability Program Grant(s) under Section 5308, 5309 (b)

(as amended by the Safe, Accountable, Flexible, efficient, Transportation

Equity Act: A Legacy for Users (SAFETEA-LU)) August 10, 2005, and Section 2223

of the Department of Defense and Full Year Continuing Appropriations Act, 2011

V. SALE OF CEMETERY LOT NUMBER 11 IN THE SW 1/2 OF ROW C IN CENTER CIRCLE OF

RIVERDALE CEMETERY:



Authorization is requested for the sale of a cemetery lot for at Riverdale

Cemetery, Lot 11 in the SW 1/2 of Row C in Center Circle to Mr. Travis Kelley

VI. VETERANS PARKWAY STREETSCAPES SUPPLEMENTAL AGREEMENT NO. 1:



Authorization is requested to amend the contract with the Georgia Department of

Transportation (GDOT) for additional funding of $400,000 with a 20% match,

$100,000 that will be paid by Trees Columbus, Inc., for the Veterans Parkway

Emergency Purchase ? Information Only



Emergency Replacement of Dryer at Muscogee County Jail:



On August 1, 2011, the Sheriff's Office requested an emergency purchase to

replace one commercial dryer that was destroyed in a fire inside the jail

laundry area on Saturday, July 30th. The dryer is used daily for inmate

uniforms/clothing. The Sheriff?s Office emailed several vendors from whom

previous dryer purchases were made. Only one vendor responded; Commercial

Laundry Equipment Company, for a total cost of $8,655.00, which includes

shipping cost and a discount. Facilities Maintenance Division will install

the dryer. The City Manager approved the emergency purchase on August 2, 2011.



Funds are budgeted in the FY12 Budget: General Fund ?Public Services ? Other

Maintenance/Repairs ? Building Maintenance-Public Safety;

1. Keep Columbus Beautiful - Building Rehabilitation ? RFB No. 12-0005

A Non-Mandatory Pre-Bid Conference/Site Visit will be held on Wednesday, August

10, 2011 at 10:00 AM. Vendors shall convene in the Keep Columbus Beautiful

office, which is located at 685 Front Avenue, Columbus GA.



August 12, 2011

1. Long Distance Telephone Services (Annual Contract) ? RFP No. 12-0001

Scope of RFP

Provide Columbus Consolidated Government with professional long distance

telephone services. The contract term shall be for three years, with the

option to renew for two additional twelve-month periods.



August 17, 2011

1. Trailer-Mounted Z-Boom ? RFB No. 12-0002

Scope of RFB

Provide one (1) Trailer-Mounted Z-Boom to be used by the Columbus Civic Center

at the new Ice Rink. The Trailer-Mounted Z-Boom will be used for aerial

maintenance at the new Ice Rink, as well as, Cooper Creek and other areas as

needed.



2. Dodge Chargers with Police Package ? RFB No. 12-0004

Scope of RFB

Provide two (2) 2012 Dodge Chargers with Police Package to be used by the

Muscogee County Marshal?s Office. The 2012 Dodge Chargers with Police Package

will be used as patrol/pursuit vehicles.



3. Plumbing & Irrigation Supplies (Annual Contract) ? RFB No. 12-0001

Scope of RFB

Provide plumbing & irrigation supplies on an "as needed basis" to be picked up

and delivered to Columbus Consolidated government. The term will be for three

years.

1. Cellular Telephone Services (Annual Contract) ? RFP No. 12-0001

Scope of RFP

Provide Columbus Consolidated Government with cellular phone services for City

owned cellular telephones. The services shall include establishing a rate

plan, a purchase contract and offer City employees a special rate for using the

same service provider for privately owned cellular telephones. The contract

term shall be for three years, with the option to renew for two additional

twelve-month periods.

1. Keep Columbus Beautiful - Building Rehabilitation ? RFB No. 12-0005

Scope of Bid

The work includes rehabilitation to the building exterior including

rehabilitation of all windows, removing and replacing damaged boards, and

painting; installation of all new HVAC units, including provision for new

service from existing utilities; repainting of selected interior walls,

ceilings and wood trim; rehabilitation and repair or wood strip flooring; and

replacement and repair of exterior wood decking, porch beams and columns, where

needed.



2. Prequalification for Construction of Pine Grove Municipal Solid Waste

Landfill Phase 4 ? Cells 4A, 4B, 4C, 4D, 4E, 4F, 4G and 4H ? RFQ No. 12-0001

Scope of RFQ

Provide prequalification statements for the construction of Pine Grove

Landfill, Phase 4. The Project consists of clearing and grubbing, earthwork

(cut/fill) to sub-base elevations, placement of 24-inch thick liner base with

permeability not to exceed 1 x 10-7 cm/sec; placement of either a 24-inch thick

leachate collection layer with a permeability no less than 1 x 10-2 cm/sec or

placement of geonet and 24 inches of a soil layer with no specified

permeability; a 60 mil HDPE geomembrane liner over 16.5 acres; the construction

of 1,300 feet of 24-foot wide gravel access road; installation of erosion

control devices; installation of under-drain, leachate collection and force

main piping.
