SUBJECT: Hilton Avenue Drainage Improvements
INITIATED BY: Engineering Department
Recommendation: Approval is requested to authorize the execution of a change
order in the amount of $23,023.00 for drainage improvements at 3312 Hilton
Avenue, Columbus, GA.
Background: On December 7, 2010 Council by Resolution No. 436-10 authorized
the execution of mutual agreements, construction contracts, promises and
benefits and to accept an easement for drainage improvements at 3312 Hilton
Avenue in the amount not to exceed $500,000. The final estimated construction
cost was not fully developed at the time of Council approval. The construction
was done under the City's annual contract Remediation and Disposal of
Environmental Hazardous Chemical Waste on as needed basis.
Analysis: During the construction the contractor encountered some unexpected
conditions due to the age of the property such as unsuitable soils, additional
pipes and utilities, additional curb and gutter and asphalt to tie in
driveways, etc.
Financial Considerations: Funding for the additional work required as part of
the project is available in the Drainage Project 21108.
Projected Annual Fiscal Impact Statement: Maintenance for the drainage
improvements on Hilton Avenue will be included in the general maintenance
responsibilities of the Rainwater Maintenance Division of Public Services.
Legal Considerations: Since the construction cost exceeded the $500,000
approved by Council in Resolution No. 436-10, Council authorization is needed
for final payment.
Recommendations/ Actions: Approve a resolution authorizing payment of
$23,023.00 to Kam, Inc. for additional cost incurred during the construction
of drainage improvements at 3312 Hilton Avenue.

A RESOLUTION AUTHORIZING THE EXECUTION OF A CHANGE ORDER IN THE AMOUNT OF
$23,023.00 TO KAM, INC. FOR DRAINAGE IMPROVEMENTS AT 3312 HILTON AVENUE,
COLUMBUS, GA.
WHEREAS, on December 7, 2010, Council approved Resolution No.436-10 for
agreements, easements and construction contracts up to $500,000 for the
construction of drainage improvements at 3312 Hilton Avenue; and,
WHEREAS, during construction the contractor encountered some unexpected site
conditions such as unsuitable soils, additional pipes and utilities, and
additional asphalt and curb and gutter requirements to tie in driveways. All
were related to the age of the property.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a change order
for additional work required as part of the construction of drainage
improvements at 3312 Hilton Avenue with KAM, Inc. in the amount of $23,023.000.
Funding is available in the Drainage Project 21108.
